What are the responsibilities and job description for the INVESTIGATOR position at State of Maryland - Commission on Civil Rights?

Introduction

The Maryland Commission on Civil Rights (MCCR) is the agency responsible for enforcement of anti-discrimination and civil rights laws for the State of Maryland.� MCCR is charged with investigating and administratively processing complaints that allege discrimination in employment, housing, public accommodations and the State’s commercial non-discrimination policy.

POSITION DUTIES

The main purpose of this position is to implement State Government Title 20 and the Commission’s Rules of Procedure through assignments of a variety of Agency functions. The person in this position serves as an Investigator of discrimination complaints; case processing specialist in investigations; intake officer in the main office; and community outreach/public information specialist. Case Processing & Fact-Finding Services: Investigate discrimination complaints including, but not limited to, clarifying procedures to Complainants, Respondents (the parties) and the general public; reviewing complaints of discrimination to determine what information is needed to make decisions in the investigations; preparing pre-investigative plans; drafting complaints, letters to the parties, and subpoenas; interviewing the parties and witnesses; conducting negotiations between the parties and drafting settlement agreements; making site visits to Respondent facilities; conferring with the supervisor and the Office of the General Counsel as needed regarding questions relating to legal issues, jurisdictional and statutory interpretations; compiling and analyzing data relevant to the investigation and records; preparing periodic inventory reports; attending unit, division, general staff and other meetings as required; testifying at proceedings as required; and special projects and assignments; drafting written findings of decisions reached including recommendations for appropriate action; ensuring that investigations are finalized within the statutorily mandated timeframe; maintaining orderly case files and records; and other duties as assigned.

MINIMUM QUALIFICATIONS

Experience: Four years of administrative staff work experience. Notes: 1.�Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Legal and Administrative classifications or General Legal and Administrative specialty codes in the Legal field of work on a year-for-year basis for the required experience.

Legal/Court Room Proceedings experience Alternative Dispute Resolution experience Experience with Accessibility Issues Experience in Housing Discrimination Issues Undergraduate or Graduate Degree with legal course work in Civil Rights, Housing Discrimination, Americans with Disabilities Act, and Equal Employment Law Proficiency in Spanish Legal writing experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
