Description of Work

This position is funded in part through federal funds.

  • As of January 1, 2025, the new salary range will be $53,164.00-$93,038.00**

The position is home-based and requires extensive travel to facilities throughout Eastern North Carolina.

The employee spends up to 3 days per week in the field conducting surveys. The remainder of the employee’s time involves completion of survey reports and packets for submission to facility/agency administrators and the federal government and reviewing citations generated by other (ICF/IID) teams.ICF Surveyor works as part of a survey team to ensure required recertification, follow up and complaint surveys are completed in ICF/IID group homes. This requires working both independently and part of a team to complete the required surveys.

As a member of a team making compliance determinations, the employee must apply his or her knowledge of the ICF/IID regulations which have been established by the federal government. The employee, in collaboration with his/her supervisor and/or peers, assures that complaints or allegations of noncompliance against an ICF/IID provider are evaluated and prioritized to assure the most serious are handled first. The employee continually reviews all federal protocols relating to the ICF/IID program and also maintains some familiarity with changes in clinical practice in his or her professional area.

About the Division of Health Service Regulation and the Mental Health Licensure and Certification Section

The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.

The Mental Health Licensure and Certification Section provides regulatory services to mental health, developmental disability, and substance use disorder providers so that they can improve the quality of services they deliver through regulatory compliance; resulting ultimately in safe, quality care, quality of life and safety of residents and citizens who utilize mental health, developmental disability, and substance use disorder services.

Knowledge, Skills And Abilities / Competencies

  • Demonstrated strong written & oral communication skills and the ability to document clearly and concisely in a technical report.
  • Demonstrated strong organizational, investigative and analytical skills and the ability to make objective decisions while functioning independently.
  • Strong clinical background and knowledge in the field of mental health, developmental disabilities and/or ICF-IID group homes
  • Must possess a valid driver's license with the ability to drive a vehicle, adapt to schedule changes, and travel on short notice.

Physical Requirements

Requires the ability to: stand for sustained periods of time; walk for long distances; talk; hear; withstand repetitive motions of the wrists, hands, and/or fingers; exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently; and close visual acuity.

Management Preferences

  • Previous experience in regulating health care providers and/or experience as a behavioral health care provider.
  • Applicants with prior experience and knowledge in the field of mental health services in North Carolina.
  • Knowledge of laws and regulations that govern the licensure and operation of mental health facilities and/or ICF-IID group homes.

Minimum Education And Experience Requirements

Generalist

Bachelor's degree in a health, human service, or educational related field from an appropriately accredited institution and three years' experience in surveying, clinical and/or administration of a program in a related health field;

OR

An equivalent combination of education and experience.

Social Work

Master's degree in social work from an appropriately accredited institution and one year experience in surveying, clinical and/or administration of a program in a related health field;

OR

Bachelor's degree in social work from an appropriately accredited institution and three years' experience in surveying, clinical and/or administration of a program in a related health field;

OR

An equivalent combination of education and experience.
