About Our Agency
The South Carolina Department of Disabilities and Special Needs (DDSN) is the state agency that plans, develops, coordinates, and funds services for South Carolinians with the severe, lifelong disabilities of:
- intellectual disability and related disabilities
- autism spectrum disorder
- traumatic brain injury
- spinal cord injury and similar disability
Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement and staff development. Create a succession plan for department supervisors. Formulates agency procurement policies and standard operating procedure (SOP's) for the agency. Also identifies critical processes within the Procurement department and develops a strategic plan to complete critical processes by set internal or external deadlines.
Coordinates and evaluates contractual agreements for compliance with agency policies, state Consolidated Procurement Code and federal regulations. Participates directly in complex procurements, including consulting with agency personnel concerning procurements for their respective areas, offering assistance in developing scope of work and performance requirements for agency contracts. Also determines evaluation methodologies, negotiation strategies, and pricing structures for all solicitations and contracts; leads and oversees the Request for Proposal (RFP)process and conducts pre-proposal conferences with interested vendors. Renders final decisions on the awarding of contracts involving the expenditure of large amounts of funds. Advises vendor on agency procedures and performance requirements as written in scope of work.
Through agency staff, directs the Agency's daily and long-term procurement activity. This includes supporting the functions and activities of subordinate procurement staff, as well as regional staff who may fall under a separate division, in their daily duties. This includes timely processing of requests and issuance of quotes, bid solicitations, requests for proposals for goods and services, purchase orders, shopping carts and any procurement card activities. Serves as the Agency SCEIS Data Owner for procurement functions within SCEIS.
Serves as an agency's chief liaison with the Materials Management Office. Leads and manages coordination and production of all reports and presentations as required, including appropriate filings and contracting updates and report the appropriate review entities such as MMO an SFAA; serves as chief liaison with MMO developing, recommending, and maintaining approved contracting policies and procedures; updates solicitation formats to comply with changes in government procurement laws, regulations and policies and coordinates with MMO with procurements exceeding certification authority.
Serves as the agencies state procurement card administrator and oversees subordinate staff who manage the agency procurement card system.

State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.
