Under limited supervision, perform at an above level skilled trades duties while functioning as a working supervisor. Responsible for direct supervision of technicians performing duties associated with installations, revisions and maintenance of traffic signals and interstate lighting and signing. Monitor and inspect work performed by contractor during DOT construction projects and private development. Plans and coordinates day to day job assignments for crew pertaining to the installation, repair and modification of electrical and electromechanical traffic signal equipment. Responds to after-hours trouble calls as needed. Monitors the preventive maintenance program ensuring a routine maintenance schedule is followed, including perform annual certification test on conflict monitors per SCDOT policy, ensuring conflict monitors are tested and ready for rotation to the field during annual PM process. Trains and assists personnel in the operation of specialized tools, meters and equipment including aerial bucket and digger derrick. Interprets blueprints and plans for signalized intersections. Work with systems manager when determining equipment location for housing system communications and making recommendations for improving and/or upgrading existing signalized locations. Maintains record of activities, quantities and expenses incurred during construction, maintenance and repairs of signals. Prepares work orders for on-call contract work. Performs field inspections of signal work performed by contractors during on-call projects, roadway and intersection improvement projects ensuring specifications are followed. Responsible for yearly programming of school flashers ensuring start and stop times are in accordance with engineering directive and flashers are running correct dates throughout the school year. Works with maintenance engineers, assisting their units with overhead vegetation/tree removal and large interstate sign installation and repair. Provide assistance with the use of aerial equipment, digger derrick, including operators when needed. Attends preconstruction meetings representing the signal department addressing signal related issues, making recommendations based on knowledge of signal operations, procedures, department policies and guidelines. Assist with daily data input into the signal databases and prepare various reports detailing labor, equipment and material cost. Performs other related duties as assigned. A high school diploma and two and one-half (2.5) years of related work experience; or an approved acceptable equivalence. A valid motor vehicle operator’s license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.
The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires driving for extended periods, walking, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be subject to a certain degree of risk working with electrical currents. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Frequently exposed to outside environment in all weather conditions and noise on a daily basis. Normal work week is 40 hours, but must work after hours and weekends as emergency needs arise. Out of town work and training may require overnight stay. Must be able to work outdoors in all weather conditions and around heavy traffic. Physical skills include walking, standing, driving, bending, seeing, hearing and lifting at least 50 pounds.
