Overview

The Department of Human Resources (DHR) is seeking a highly skilled Investigator to conduct complex workplace misconduct investigations as a member of the Department of Human Resources Investigative Unit (DHRIU). This position ensures legally compliant, fair, and well-documented investigations involving alleged employee misconduct across state government.

The Investigator II conducts advanced employment investigations, including allegations related to violations of personnel policies, collective bargaining agreements, agency work rules, and state and federal law. The successful candidate will independently gather evidence through witness interviews, electronic records discovery, and other means. This position assesses complex factual and legal/policy issues, applies sound investigative judgment, and produces clear, concise, yet comprehensive written investigative reports which managers and State leadership will use to make informed employee disciplinary decisions.

This position regularly handles investigations that are more complex and sensitive than those assigned to Field Operations staff or the Investigator I level. Strong writing and analytical skills are a must. The incumbent must use digital evidence collection and analysis and will be responsible for identifying, preserving, and evaluating electronic records and data in compliance with legal and evidentiary standards.

The Investigator II works with a high level of autonomy under general supervision by a Senior Investigator and/or the DHR General Counsel. Much of the work is performed independently in the field, requiring discretion, professionalism, and the ability to make responsible decisions that directly affect investigation outcomes. Successful candidates will, with support from DHRIU, Legal Services, and Labor Relations, maintain current knowledge of employment law, personnel policies and procedures, collective bargaining agreements, and recognized best practices in workplace and legal investigations.

Environmental Factors

Duties require travel throughout the State, for which private means of transportation are required, including a valid driver's license. The nature of the work may create situations of potential danger and injury. Evening and weekend work may be necessary.

Minimum Qualifications

Three (3) or more years of investigatory work experience.

Preferred Qualifications

Associate's degree or higher.

Experience in employment-related misconduct investigations.

Experience working in a union environment.
