What are the responsibilities and job description for the Estimator position at State University Construction Fund?
The State University Construction Fund (Fund) is currently seeking an Estimator to join our Costing team at our office in Albany, NY.
The Estimator prepares preliminary budgets for proposed capital projects and assesses estimated construction project costs during the planning and design phases of project delivery. Compile conceptual budget estimates. Perform quantity takeoffs, itemize and price project components. Budget and estimate site improvements, architectural and/or MEP (Mechanical, Electrical and Plumbing) portions of capital projects.
Specific Duties & Responsibilities:
- Develop anticipated construction costs and capital project budgets for new buildings and facilities improvements based on preliminary building programs and scopes of work.
- Review project design phase estimate submissions for scope, quantities, pricing and conformance with established Fund guidelines.
- Prepare bid tabulation analysis and participate in post bid investigations when necessary.
- Compile written summaries and memos documenting reviews and findings.
- Contribute to market tracking and industry research, including annual escalation rate projections.
- Work with other Fund units to help assess, develop and advance statewide capital program delivery.
- Performs other duties as directed.
Requirements:
A minimum of 10 years' experience in the construction industry, including a minimum of 5 years as an estimator. College level education may be substituted for industry experience only on a year-for-year basis but not exceeding 4 years. Independent certification as an estimator is encouraged. Excellent organizational skills and attention to detail. Effective verbal and written communication skills and the ability to present information in a clear and concise format. The ability to demonstrate judgment and discretion in matters of confidentiality. Strong technology skills, including Microsoft Office suite, project management systems, and estimating applications. A Senior level appointment may be considered for an appropriately qualified applicant.
