This position is responsible for managing the county’s communication and social media efforts and other special projects as assigned or apparent. This position performs varied project management, communications, and administrative functions that includes frequent interactions with and making recommendations to the Board of Supervisors.
Starting Salary: $73, 752.12 - $87,668.09 Annually
Story County will be accepting applications for the County Outreach and Special Projects Manager until the position is filled.
- Manages special projects and programs as directed by the Board of Supervisors; develops and recommends necessary policy and regulatory changes to the Board; maintains records and documents to ensure the county’s eligibility for specific programs.
- Develops and manages program-specific projects, which may include capital improvement programming, continuity of governmental operations planning, climate resiliency planning, strategic planning, local food programs, housing programs, business retention and economic development programs.
- Manages American Rescue Plan Act (ARPA) funds; coordinates contracts, claims processing, workshops, and ongoing reporting and monitoring for subrecipients; works with the Board to appropriate funds; ensures compliance with funding guidelines; prepares required grant-related documents.
- Develops, implements, and manages the county’s communications plan; develops related policies, procedures, and guidelines; coordinates public relations planning; monitors and evaluates county public relations activities.
- Prepares communication documents including press releases, articles, brochures, videos, posters, newsletters, and other publications and media; creates and distributes video content in collaboration with other county departments and offices.
- Conducts research and prepares related reports, policies, procedures, forms, and correspondence for various county services and projects.
- Maintains relevant portions of the website; assists with content, design, and navigation of the website.
- Prepares, writes, reviews, and administers grant programs; recommends and implements related policies and procedures; establishes grant criteria and eligibility requirements and manages ongoing program compliance.
- Provides support to the Board of Supervisors and other elected officials and departments in the preparation of ordinances, resolutions, contracts, legal notices and other documents.
- Participates in the preparation of requests for proposals (RFPs); provides support throughout the RFP process, including developing schedules and reviewing proposals, qualifications, agenda items and contract awards.
- Provides staff technical support for the Story County Economic Development Group; prepares agendas and minutes; manages program guidelines and funding.
- Meets with community groups and members of the public to discuss county services, programs or other issues as directed by the Board of Supervisors and Director of External Operations and County Services; may serve as a liaison to the Board of Supervisors for county committees, community organizations, state panels/task forces and professional organizations.
- Serves as Public Information Officer during emergency events.
- Assists with tracking and monitoring State and Federal legislative activities.
- Performs related duties as assigned or apparent.
KNOWLEDGE REQUIRED BY THE POSITION

- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Master’s Degree preferred.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for three to five years.
