Assistant Program Manager - Family Advocacy Support Services Assistants

Strategic Resources, Inc. (SRI) is an international, ISO 9001:2015 Certified, CMMI Level 3 Rated full-service provider with more than 35 years’ experience in the Federal, Military, and Commercial Marketplaces. SRI is seeking committed and passionate professionals to provide critical Family Advocacy services to military members, Department of the Army civilians and their families.

Overview: SRI is preparing for an opportunity to support the U.S. Army’s Family Advocacy Program (FAP). The Family Advocacy Support Service Assistants (FSSA) supports the Family Advocacy Program (FAP) for the Installation Management Command (IMCOM). The Family Advocacy Program provides comprehensive services to prevent domestic abuse, child abuse and neglect, and addresses child on child problematic sexual behavior through advocacy, support, and training. The Family Advocacy Support Service Assistant supports the Family Advocacy Program at military installations both in the United States and overseas.
FSSAs assist the installation Family Advocacy Program Manager (FAPM) with the coordination and implementation of FAP efforts to include FAP Trainings, Problematic Sexual Behavior- Child and Youth (PSB-CY), Incident Determination Committee-Clinical Case (IDC-CCSM), Victim Advocacy, New Parent Support and other programs as needed. FSSAs coordinate schedules, provide logistical support, perform administrative functions, and maintain calendars, training certificates, assist with completing minutes for Multi-Disciplinary Team (MDT) and IDC-CCSM- Family Advocacy System of Record (FASOR). They also assist with establishing SOPs, Memorandum of Understanding (MOUs) and Memorandum of Agreements (MOAs), maintain FAP Annual/Monthly Trainings Roster and assist with maintaining certification files/check list and prepare for certification review.
The Assistant Program Manager for FSSAs leads a team of FSSAs who are geographically dispersed at 46 CONUS and seven OCONUS military installations. The Assistant Program Manager (New Parent Support) position is in San Antonio, Texas.

Tasks & Responsibilities:
  • Support the Program Manager in the delivery of high quality, responsive contractor services for on-time delivery and within budget.
  • Ensure 100% of the contractor workforce is fully certified and qualified to provide services in accordance with local, state, and federal laws/policies.
  • Prepare and submit all contract deliverables on time and accurately.
  • Conduct periodic reviews and analysis of program operations and training.
  • Collect and analyze program data and create reports for submission to the government.
  • Develop and implement back up/contingency plans to ensure service delivery during times when positions are vacant.
  • Actively work with the company’s Human Resources Department to interview and select the best qualified candidates to fill all contract positions.
  • Identify and resolve employee performance issues, conduct refresher training, and administer performance counseling with the goal of improving accountability and services.
  • Maintain contact with installation government representatives/monitors to ensure contract employees are adhering to all contract requirements and delivering quality services.
  • Collect and review client feedback on the quality of services being delivered and take corrective action to resolve, improve, or make the necessary adjustments to improve the services being delivered.
Required Education, Experience, Skills & Abilities:
  • Master’s degree from an accredited institution in business management; social work; psychology; marriage, family, and child counseling; counseling or behavioral science, education, community health, or public health.
  • At least five years of experience managing, staffing, overseeing, and completing large-scale projects of the same or like the Army’s Family Advocacy Program.
  • At least two years of experience working with a military or civilian social service agency serving miliary families.
  • Must possess a thorough knowledge of the miliary organizational structure, mission objectives, function, procedures, regulations, and policies pertaining to the Department of Defense.
  • Must possess a working knowledge of military protocol and be able to interface and communicate with civilian and military personnel at all levels.
  • Minimum of one year experience working with a military Family Support Center, or civilian social service agency serving military Families.
  • Be computer literate and possess the basic computer skills necessary to prepare briefing slides and program documentation, enter data in required management reports and utilize information systems to prepare required reports and information.
  • Must successfully undergo a National Agency Check (NACI) background investigation.
