Job Description
The Assistant Dean of Finance and Administration serves as the chief administrative and financial officer of the College of Law, and is responsible for all matters related to the budget and financial management and operations, facilities, space planning, technology services, and personnel administration. Reporting to the Dean and an integral part of the School’s senior leadership team, will work collaboratively with all College of Law departments. The Assistant Dean will provide strategic and operational direction in support of the College’s mission and strategic priorities.

This position is responsible for the effective and efficient financial functioning of the School to advance both short and long-term goals; for oversight and approval of all financial transactions in the College; managing student and staff payroll; compiling, analyzing, and forecasting enrollment and financial aid data; long-range personnel, space, and budget forecasting; budget preparation, management, and reporting within the College; pre- and post- sponsored award administration; financial and other reporting to external stakeholders such as the College’s accrediting unit, the American Bar Association; and ensuring compliance with institutional and external policies and regulations.

Qualifications
  • Bachelor’s degree in Business Administration with 8 or more years of financial experience in higher education or in a large, complex organization.
  • Master’s or JD degree preferred.

Job Specific Qualifications
  • Solid working knowledge across spectrum of financial administrative functions including budgeting, grants administration and reporting, gifts, accounting, procurement and payroll.
  • Ability to provide oversight to facilities related concerns and IT in collaboration with central physical plant and ITS.
  • Experience using PeopleSoft, Hyperion and Microsoft Office, especially Excel.
  • Supervisory experience/skills

Responsibilities
  • As a member of the School’s senior management team, the Assistant Dean will work closely with the Dean and the leadership team to set financial and budgetary priorities for the College of Law. The director is responsible for budget development and monitoring, and for design and implementation of financial models in support of the College’s initiatives.
  • Provide deans and directors with budget analyses accomplished by developing sound financial reports and long-range forecasts; prepare short-term and long-range income and expense budgets; and analyze past revenue and expenditure trends to forecast annual budgets for all operating units; work collaboratively with representatives of the Office of Budget and Planning to assure the College’s budget plan aligns with University fiscal requirements. Performs highly complex financial and resource analysis to generate new financial and other resources; analyze all sources of revenue to include grants, gifts, endowment, and tuition and make recommendations for maximizing College of Law financial resources; work closely with senior leadership to determine enrollment targets for JD and LLM entering classes, associated discount rates, tuition rate increases and financial aid allocations.
  • In collaboration with the assigned Sr. HR Business Partner and other Office of Human Resources functional units, coordinate Human Resources for administrative staff, including personnel reorganizations and developing appropriate organizational structure; drafting and updating job descriptions; managing all aspects of hiring and terminations; approval to fill and search for vacant positions; and performance partnership process.
  • Coordinate planning for new faculty hires with the Office of the Provost, Faculty Affairs.
  • Oversee Payroll and HR approvals including, RAP¿s and weekly and semi-monthly payroll approvals for faculty (FT, PT), staff (exempt, non-exempt, temp) and students totaling $14.9 million for approximately 385 people.
  • The Assistant Dean is responsible for the oversight and strategic direction for the COL’s facilities, events, support services, IT management, and the budget office. In this role, the director will oversee lead managers of the following units: Facilities (including Support Services) and Events, Budget, and Information Technology. The Assistant Dean will also work closely with central ITS and physical plants. The Assistant Dean will design and implement operational efficiencies in these departments, ensure a level of service to the College, and address organizational development and personnel performance of the staff.
  • In consultation with the Assistant Dean for Advancement and External Affairs, analyze and review all College of Law’s restricted and endowment accounts and prepare quarterly and annual financial reports for the dean and directors; assist with monitoring all restricted and endowed funds to ensure that these financial resources are used effectively and according to donor requirements; assist with developing forecasts and annual budgets for these funds as required
  • Develop and update a comprehensive multi-year financial plan for the College of Law and its programs, departments and units. Serve as liaison with the University Budget and Planning Office on revenue and expense estimated finals and the development of the College of Law’s 10-Year budget plan; work collaboratively with Budget Office representatives to assure the College’s budget plan is in alignment with University budget requirements and overall philosophy/strategy.
