Overview
We are currently seeking a Systems Engineer candidate to support Naval Information Warfare Center (NIWC) Pacific Code 53531, Integrated Fires (IF) and Information Warfare (IW) programs.
Responsibilities
Essential Functions/Job Duties:
- Seven to ten (7-10) years of relevant experience in Intelligence collection, analysis, and reporting AND/OR relevant experience in Modeling & Simulation (M&S) AND/OR relevant experience with Navy Consultation, Command, Control, Communications, and Intelligence (C4I) systems.
- Supports the Event Management Team in the Planning, Coordination, Execution, and Management of System Integration tests involving Navy Command and Control (C2) and Command, Control, Communications, Computers (C4) Intelligence, Surveillance and Reconnaissance (ISR) systems including but not limited to:
- AEGIS Weapon System (AWS)
- SLQ-32
- Intelligence Carry On Program (ICOP)
- Distributed Common Ground System-Navy (DCGS-N)
- Integrated Shipboard Network System (ISNS)
- Global Command and Control System-Maritime (GCCS-M)
- Navy Multi-band Terminal (NMT)
- Global Broadcast System (GBS)
- Common Data Link Management System (CDLMS)
- Link Management Monitoring Tool (LMMT)
- Air Defense Systems Integrator (ADSI)
- Navy Chat systems (MAKO)
- Video-Tele Conference (VTC)
- Supports the Integrated Fires (IF) and Information Warfare (IW) programs by programming, setting configurations and operating M&S programs including but not limited to:
- Next Generation Threat System (NGTS)
- Next Generation System (NGS)
- Tactical Simulator (TACSIM)
- Provide technical/engineering briefings at Program Management Reviews, Technical Working Groups, International Review Boards, etc.

- Collect weekly technical project highlights, and shall provide weekly technical progress and issues reports.
- Perform planning and engineering analysis for the evolution of assigned projects. Shall define and maintain top-level system architectures and program engineering requirements and shall translate those requirements into system concepts and plans.
- Develop and evaluate technical white papers on system/component selection and tradeoffs, emerging technologies; technology integration; performance, operational, and design tradeoffs; system interface/interoperability; as well as physical, functional, and operational design documentation.
- Conduct mission level architecture and integration analysis to: establish and define mission level architectures; define and implement Department of Defense Architectural Framework (DoDAF) compliant operational, system, capability, and other models/viewpoints; develop mission threads and use cases.
- Review and analyze test plans, test specifications, test procedures, and test results for compliance with higher-level requirements, physical models, and operational fleet guidance and tactics.
- Requires advanced knowledge of the Navy C2 and C4ISR systems. Requires ability to develop technical documentation and status reports related to the testing of C2 and C4ISR systems. Supports the Event Management Team with event execution, tracking, and reporting of IF or IW events.
- Supports the development and review of test plans, test procedures, test reports, and quick-look reports as required by the program
Equipment Used:
- Personal Computer (PC) based systems and project related test equipment.
- Knowledge of standard computer based business tools, including but not limited to Microsoft Word and Excel.
Typical Working Conditions:
- General office environment;
- Computer/Equipment lab.
Essential Physical Tasks:
- Ability to lift 10 lbs. on an occasional basis.
- The ability to use a personal computer and data entry device (keyboard and mouse) on a constant basis.
Written Communications:
- Operates standard computer based business tools (including but not limited to Microsoft Word and Excel) effectively.
- Generates and presents technical briefs, white papers, trade studies, and design notes.
Qualifications
Skills & Qualifications:
- Seven to ten (7-10) years’ relevant experience in Intelligence collection, analysis, and reporting AND/OR relevant experience in Modeling & Simulation (M&S) AND/OR relevant experience with Navy Consultation, Command, Control, Communications, and Intelligence (C4I) systems.
Customer Interface Activities:
- Effective inter-personnel and customer service skills required to interface with corporate customers.
- Ability to effectively communicate with the customer's staff, and peer contractor personnel.
Project Management Tasks:
- The ability to execute the duties of the position independently and with limited to no supervision.
- Ability to manage and prioritize tasks to ensure optimum productivity.
Flexibility/Schedule:
- 9/80
- Must be able to adjust to changing company, contract, or client response timeline and schedule reqeusts.
Travel: Potential domestic travel <5% of the time by automobile, air, etc.
Minimum Education Required:
- Bachelor of Science in Computer Science, Electrical Engineering, Mechanical Engineering, Industrial Engineering, Physicals or other relevant degree field.
Pay Range: $80,000.00 to $110,000.00 annually, DOE
U.S. Citizenship is required
Security Clearance:
Candidates must have an active clearance OR the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
Salary : $80,000 - $110,000
