Job Summary
Job Summary: The Regional Public Safety Officer (RPSO), positions will provide an expanded public safety and law enforcement presence in rural areas communities. RPSOs will provide oversight and training for the village public safety officer program; administer functions relating to protecting life and property in the rural communities. RPSOs will conduct investigations; search and rescue missions and provide local training programs in drug and alcohol awareness and prevention, water safety, and gun safety. RPSOs will also perform other duties relating to public safety as directed by the commissioner and or Tanana Chiefs Conference Public Safety Manager. The Regional Village Public Safety Officer will also serve as a first line supervisor to RPSO’s assigned to them.

Essential Functions

Representative Duties: Under the general supervision of the Public Safety Manager, Village/City Council and the Alaska State Troopers, job incumbent will perform the following public safety services:
1. RPSO will travel to TCC villages to enforce federal, state and legally adopted local laws and ordinances. The RPSO will assist the local government in designing, adopting and implementing local ordinances.
2. Provide day to day supervision of assigned VPSO’s to include supporting VPSO’s in their day to day duties.
3. Provide first response to emergency medical situations, as required. Assist the community health aide and act in health aide’s absence.
4. Provide local fire protection, prevention and education services. Duties may include assisting community in establishing a local fire department, training and garnering fire equipment.
5. Conduct search and rescue operations with the assistance of the Alaska State Troopers. RPSO may assist community with training, management and implementation of local search and rescue crew.
6. Maintain the safety of the public and community through patrol of roadways, waterfronts, community/private property and facilities. Respond to emergencies as required and take the necessary action to correct any public safety hazard.
7. Complete TCC and Department of Public Safety reports, and forms in a timely manner as required.
8. Assist State Troopers with law enforcement duties, investigations, secure crime scenes, serving summons, prisoner transport, prison guard and other possible duties as requested.
9. Probation and Parole supervision.
10. Provide public safety education programs including but not limited to drug prevention, water safety, fire safety, hunter’s education, personal safety, ATV safety, etc.
11. Assist local community and TCC regional villages with an emergency response plan, emergency preparedness and response.
12. Aid VPSOs in incident reporting and community communications.
13. Collaborate with Alaska State Trooper Support Officer and Director of Public Safety on critical incidents.

Minimum Qualifications
Minimum Qualifications:
1. At least twenty-one (21) years of age.
2. A citizen of the United States or a resident alien.
3. Is of good moral character, as defined in 18.65.672(c)
4. Has obtained a high school diploma or general education development diploma or its equivalent.
5. Satisfies the physical requirements established in 13 AAC 96.080.
6. Be physically and mental capable of preforming the essential functions of a peace officer as the meaning given in AS 11.81.900 and encompassing duties described in AS 18.65.680 and AS 18.65.900.
7. Have limited criminal history, as required by 13 AAC 85.010.
8. Have completed within twelve (12) months of appointment formal training consistent with the Village Public Safety Officer basic training 18.65.676 (a)(2).
9. If armed, completed the requires and trainings consistent with AS 18.65.678.
10. Have not been denied or revoked a VPSO or other law enforcement certification.
11. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and the State of Alaska background check.

Supervision
Work Environment: The RPSO position is based out of the TCC Sub-Regional Offices or in a village designated by the RPSO Coordinator but travels on a weekly basis to villages within the region as assigned by the RPSO Coordinator.
Physical demands: Incumbent must be able to work long hours, travel and live in remote areas. Excellent health and physical condition are necessary due to the physical demands of the job. Patrolling may be done on foot. RPSO’s may escort prisoners, or other individuals of need to treatment facilities as directed by the Alaska State Troopers or medical provider. Passing a physical fitness test which includes a set repetition of at least 20 sit-ups in one minute, 20 push-ups and the ability to run 1.5 miles in 16 minutes or less will be required of the incumbent.
Summation
Summation: Incumbent must be able to pass background investigation, done by the Alaska State Troopers. Upon hire, incumbent will be in six month probationary status. Successfully complete RPSO Academy training, post-hire, and attend regional or other trainings, when scheduled.
