The Marlin Alliance is seeking an enthusiastic Business Financial Manager to join our team supporting Navy clients. This is a fully on-site position, and applicants must have the ability to obtain a DoD Secret Clearance.
Experience:
Minimum of five (5) years of experience in a Government Acquisition Program Office, with demonstrated expertise in the following areas:
- Budget Analysis & Program Improvement:
- Reviewing, developing allocations, and evaluating budgets and program improvement plans
- Resolving complex financial issues and identifying viable implementation options (Required)
- Program Fiscal Management & Presentations:
- Presenting on fiscal aspects of program management to ensure fiscal integrity
- Supporting the integration of acquisition disciplines (Required)
- Business Financial Management (BFM):
- Managing all aspects of the BFM process for defense acquisition programs
- Managing acquisition resources and program funding (Required)
- Technical Proficiency:
Proficient in MS Office applications, including Excel and Word.
Requirements:
Candidates must have a minimum of five (5) years of experience in a U.S. Government Acquisition Program Office, with expertise in the following areas:
Financial & Budget Management
- Developing and executing RDT&E budgets for DoD joint networking programs.
- Managing PPBE (Planning, Programming, Budgeting & Execution) process within a DoD acquisition program office.
- Preparing budget allocation plans, obligation/execution reports, and spend plans to support program objectives.
- Reviewing and developing budget exhibits, POM inputs, and financial forecasting.
Acquisition & Contract Financial Oversight
- Supporting Financial Management Boards (FMBs), PEOs, and acquisition IPTs with financial strategy and funding execution.
- Ensuring compliance with DoD acquisition policies (FAR, DFARS, DoD 5000 series) and managing funding execution across contracts.
- Tracking funding requirements for prototypes, OTAs (Other Transaction Agreements), and R&D projects.
Financial Systems & Reporting
- Experience using Navy ERP, STARS-FL, PBIS, or other DoD financial management systems.
- Developing and presenting financial briefings and reports to leadership, DoD executives, and international stakeholders.
- Preparing financial national briefings and quarterly reports for partner nations and interagency collaboration.
International & Joint Financial Management
- Experience managing international financial transactions (e.g., Foreign Military Sales (FMS), partner nation contributions).
- Coordinating with European banks and DoD financial institutions to process wire transfers between U.S. and international banks.
- Supporting multinational agreements, NATO programs, and allied financial contributions.
Required Qualifications:
- Active or ability to obtain a DoD Secret Clearance.
- Bachelors degree from an accredited four-year college or university in finance, business, or a related field.
- Strong analytical and problem-solving skills.
- Excellent written and verbal communication skills.
Salary Range:
$125,000-150,000 annually
