Summary: Tigua Inc. is seeking a highly skilled and experienced Federal Contracts Manager to join our team. As the Federal Contracts Manager, you will be responsible for overseeing and managing all aspects of federal contracts, ensuring compliance with relevant regulations and guidelines, and optimizing contract performance. Your expertise in DCAA (Defense Contract Audit Agency) regulations and proposal development will be critical in this role.

Responsibilities & Requirements:
- Develop and manage a comprehensive contract management process, including contract initiation, negotiation, modification, and closure.
- Review, interpret, and analyze federal contracts, ensuring compliance with applicable laws, regulations, and internal policies.
- Collaborate with internal stakeholders, including legal, finance, and program management teams, to ensure contract terms and conditions are clearly defined and met.
- Review and analyze requests for proposals (RFPs), ensuring a thorough understanding of customer requirements and objectives.
- Coordinate with subject matter experts to develop technical solutions and pricing strategies that align with customer needs and meet contract requirements.
- Prepare and review proposal content, including technical sections, cost proposals, and compliance matrices, ensuring accuracy, clarity, and compliance with RFP instructions.
- Stay up to date with relevant federal regulations, including DCAA requirements, FAR (Federal Acquisition Regulation), and other agency-specific regulations.
- Maintain proper documentation and records related to contracts, proposals, audits, and compliance activities.
- Conduct regular contract reviews and audits to identify and resolve compliance issues.
- 8 years or more of experience in contract administration, negotiations, and proposal preparation with the US government and a combination of commercial, state, or local government or international clients
- Experience with fixed-price systems delivery contracts, including contracts for software development or systems delivery.
- Experience in negotiating contracts with industry partners, including non-disclosure and teaming agreements.
- Able to support complex contract activity that requires the development of specialized contract vehicles and techniques to accomplish business goals and objectives.
- Considerable Experience working as a Federal Contracts Manager, specifically in the government contracting industry.
- Demonstrate detail-oriented and organized, with the ability to manage multiple contracts and priorities simultaneously.
- Knowledge of contract concepts and contract acquisition law and regulations
- Responsible for drafting moderate to complex non-routine contractual instruments.
- Proficiency in contract management software and Microsoft Office Suite.
- Deliver and provide training to account teams on the unique characteristics of Ots.
- Ability to use independent judgment and creativity to resolve contractual issues.
- Build and maintain customer relationships with internal and external customers.
- In-depth knowledge of federal acquisition regulations, including DCAA requirements and FAR
- Certified Federal Contracts Manager (CFCM) certification strongly preferred.
- Bachelor’s degree in business administration, Contract Management, or a related field. Advanced degree preferred.
- Will consider an equivalent of work experience in lieu of education.
Additional Qualifications:
- Excellent negotiation and communication skills, both written and verbal, to effectively interact with internal and external stakeholders.
- Experience with OT agreements or Space Act Agreements
- NCM Professional Certification, including CPCM, CFCM, or CCCM
- Master's degree

Salary at Tigua Inc. is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $95-110k based on experience.
