Town of East Hampton-Director of Housing
The Housing Department is the Town’s development arm for affordable housing programs and community development activities. As the department head, the Director is charged with initiating, administering, and monitoring programs to help achieve that goal.
The Director will implement new legislative programs to provide affordable housing in both ownership and rental programs, administer the requirements of Chapter 160 of the Town Code, monitor Town sponsored affordable housing and negotiate approvals for leasehold financing for resales.
The successful candidate must demonstrate the ability to work with governmental agencies, including New York State and Suffolk County, to provide legislative support for housing initiatives; manage the inventory of, and the lotteries that dispense, affordable housing; administer and manage the annual budget.
Responsibilities include:
- Supervises the Section 8 HCV (Housing Choice Voucher Program) directly contracted with HUD; including administration and management of annual financial HUD filings, income certifications of tenants, inspection of units
- Supervises and implements federally funded community development block grant program through Suffolk County Consortium, including HIP the residential home improvement program
- Monitors all previously constructed Town sponsored affordable housing such as Whalebone Woods, Camp Hero, and Olympic Heights, including the right of first purchase, right of recapture and the preparation of sub-ordination agreements in conjunction with refinancing by homeowners
- Engages in special projects related to Town sponsored affordable housing; actively participates in long range planning studies including the Town Comprehensive Plan
- Provides technical assistance to nonprofits, such as Windmill I and II, St. Michaels, the East Hampton Housing Authority, to help provide affordable rental housing; will also assist other towns and agencies, including Habitat for Humanity
- Reviews proposals to construct accessory apartments and apartments over stores as required by the Town Code
- Involvement with local housing groups, committees, and legislation to keep current on housing issues and activities, including Disabilities Advisory Committee and Americans with Disabilities Act, Community Housing Opportunity Fund Committee, Association of LI Housing, LI Community Development Organization
- Responsible for program administration, implementation, and supervision of staff
- Develops and submits department’s annual budget; demonstrates compliance and control over this budget
- Observes and ensures compliance with all safety and preventative policies and guidelines
- Does related work as required
This is a full-time position, 40 hours per week, and the annual salary is $109,000.00 with benefits. The minimum qualifications for this position are graduation from a college with federally authorized accreditation or registration by NY State with a master’s degree and four (4) years of experience in government or private sector housing and urban development programs. Additional experience in government or private sector housing and urban development programs may be substituted for education on a year for year basis to a maximum of four (4) years.
