To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The minimum qualification are as follows:
Trainee 1 level: you must have a bachelor’s or higher degree.
Your degree must have been awarded by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Trainee 2 level: you must also have one year of professional experience managing contacts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Full Performance Level: you must also have two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal
reporting; contract development, including developing requests for proposals; contract execution,
including securing signatory approval from control agencies; monitoring and review of contract terms.
Candidates may also be qualified for permanent competitive appointment if reachable from the
appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil
Service Law.
Bureau including potentially supervision and training of administrative and/or clerical staff.
Duties may include, but are not limited to:
- Selection of professional firms to provide the Department with consulting engineering services.
- Negotiating the cost aspects of engineering services contracts.
- Acquisition of non-engineering professional services.
- Oversight of civil rights activities related to consultant contracts.
- Acquisition of construction contracts.
- Processing of local and miscellaneous agreements.
Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
