JOB SUMMARY
This position is located in the District Department of Transportation (DDOT), Transportation Planning Administration.
This position is responsible for multimodal transportation planning and project development, including bicycle, pedestrian, transit, freight, and general-purpose traffic in alignment with the District’s long-term transportation plan (moveDC) and other related plans and policies. The incumbent works closely with other Transportation Planners, engineers, and project managers to guide projects from inception to completion, ensuring the delivery of high-quality street designs that achieve project objectives.
DUTIES AND RESPONSIBILITIES
The incumbent for this position will serve as an expert technical advisor for the development of transportation plans, with emphasis on a multi-modal comprehensive approach. Ensuring that such plans provide a safe and efficient transportation system for District citizens and other users. Also, this position is responsible for developing multi-modal plans and projects for transportation systems and facilities which will provide the basis for investment of District and Federal resources, through the establishment of long-range policy objectives and near-term investment programs. Other duties include developing scopes of work for consultant studies to assess and improve transportation as well as managing consultant studies designed to improve safe transportation.
This position is also responsible for reviewing regional transportation policies and plans as well as developing and analyzing a broad range of alternatives for the efficient use of transportation services. Additional duties include facilitating community meetings and making presentations to explain transportation policies and plans, using PowerPoint software, maps, charts, and other visual arts. The incumbent for this position must have the skillset to collect and analyze data on traffic design, pedestrian planning and design, transportation system management, safety enforcement and transit operational requirements. This position requires an individual to have the knowledge to develop alternatives to ensure the safe and efficient utilization of the public transportation system within the District. Furthermore, having the responsibility to coordinate with other Department personnel, i.e., safety, engineering and planning, District and regional agencies regarding land use and transportation.
QUALIFICATIONS AND EDUCATION
Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized experience is experience which is directly related to the position and has equipped the person with the knowledge, skills, and abilities to successfully perform the duties of the position. Which includes experience with multidisciplinary and multimodal urban projects with State, local, or municipal DOT. Proficiency in the development of presentation materials, charts, and graphics. Knowledge of transit operations and serv. Ability to utilize Microsoft Office Suite efficiently and possess excellent oral and written communication skills.
Preferred skills and experience:
Ability to exercise initiative and resourcefulness to lead urban transportation projects and programs.
Extensive experience with managing multidisciplinary and multimodal urban transportation projects in a state, local, or municipal DOT context.
Ability to utilize GIS and design software packages to understand transportation issues and develop recommendations.
Excellent oral and written communication skills.
LICENSE AND CERTIFICATION
Must possess and maintain a valid driver's license.
WORKING CONDITIONS AND ENVIRONMENT
The majority of the work is in an office setting, but will require field site visits. The work is primarily sedentary, requiring no special physical demands.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
