Location - Rialto, CA - Hybrid: 2 days onsite
Duration – 12 months

Pay Rate Range: $16.00 - $35.62/hr on w2
Shift: Monday–Friday, 8:00 AM – 5:00 PM - 40 hours/week | 8 hours/day
Business Unit -Construction Permitting Organization (CPO)
Role Overview
The Agency Coordinator Senior Specialist (ACSS) supports the Construction Permitting Organization by acquiring excavation, encroachment, and traffic control permits for work performed in Public and Caltrans Rights of Way under franchise agreements. The role involves close coordination with internal project teams and external governmental agencies to ensure timely permit approvals in support of construction activities.
Key Responsibilities
- Review complex project plans and construction drawings to identify required permits for SCE facility construction.
- Determine and coordinate appropriate internal resources to obtain permits.
- Interface with governmental agencies and external organizations to negotiate and secure favorable permit conditions.
- Prepare, submit, and track permit applications (encroachment, excavation, traffic control).
- Develop and maintain strong working relationships with permitting agency staff to ensure accurate submittals and timely approvals.
- Serve as the single point of contact for internal and external permit-related inquiries.
- Provide approved permits to project managers and construction teams prior to construction start.
- Track permit status and report updates to internal stakeholders.
- Address unfavorable permit conditions and escalate issues when required.
- Mentor entry-level permit and contract specialists.
- Support new business processes and ensure compliance with SCE standards.
- Perform additional duties as assigned.
Required Qualifications
- 3 years of experience in permitting, planning, engineering, construction, inspection, utility design, or project management support.
- Proven experience acquiring encroachment, excavation, and/or traffic control permits.
- Experience working with governmental agencies for construction permitting.
- Ability to work within construction timelines and coordinate with multiple stakeholders.
- Strong reporting and communication skills (oral and written).
- Proficiency in Microsoft Word, Excel, and Access.
- Associate’s Degree in a related field required.
- Bachelor’s Degree or equivalent experience strongly preferred.
Preferred Technical/Analytical Skills
- Experience analyzing, coding, testing, and documenting moderately complex application programs.
- Working knowledge of two programming languages (preferred).
- Understanding of report production, database structures, and system operations tools.
- Familiarity with systems development methodologies and project methodologies.
Ideal Candidate Profile (Summary)
