Summary
Directly supervises five to eight employees in the Rental Assistance Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

THA provides publicly assisted housing comprised of traditional public housing, mixed-finance sites, and housing vouchers. Currently, THA provides assistance to more than 20,000 individuals, or 7,200 families. THA is governed by a voluntary Board of Commissioners, each of whom is appointed by the Mayor of the City of Tulsa. The board employs THA’s President/CEO, who in turn employs the remainder of THA’s staff of approximately 200 team members.

Summary
- Audit a percentage of work requiring verifications and computer input as completed by Housing Coordinator staff and/or Housing Support Specialist, including annual recertifications, interims, rent increases, lease packets, terminations and other miscellaneous paperwork to ensure integrity of Housing Assistance Payments and compliance with HUD Regulations and THA Policies and Procedures.
- Review and approve all initial eligibility determinations as completed by Housing Coordinator and/or Interviewer. Perform initial eligibility determinations of new participants. Schedule weekly briefings for new participants and participants moving/transferring.
- Maintain records relating to outstanding new issues, new leases, terminations, and monthly re-exams, Housing Assistance Payments ordered and approved. Review reports to monitor progress of staff and programs. These reports include but are not limited to: RAD Reports, HAP Contract Listing on Hold, Certifications – In Process, Certifications – Upcoming Annuals, Earned Income Disallowance, Abate, Expired Voucher, and Zero HAP reports.
- Review participant files to determine if fraud or a misrepresentation exists, and where misrepresentation of the facts requires computation of assistance overpayment to THA, go forward and determine if the participant’s assistance should be terminated for fraud.
- Determine amounts to be reimbursed to participating landlords on claims submitted for unpaid rent, damages and/or vacancy loss. Review and ensure audit reports are completed timely.
- Provide initial and ongoing training of staff, as well as assistance in problem solving and interpretation of regulations, policies and/or procedures. Provide training to staff addressing any concerns listed in Office Audits and Performance Standards.
- Assist in the formulation of program procedures by reading, analyzing, and interpreting federal, state, and local laws, as well as federal regulations as they relate to the HCV Programs. Prepare weekly and monthly reports to provide information, regarding staff performance and program lease-up rate.
- Conduct screening and interviews to acquire new staff.
- Perform other duties as required, including those of a higher classification for a limited period.

Requirements
- Must possess valid Oklahoma driver’s license.
- Must possess a Bachelor's degree (B. A.) from four-year college or university and two to four years related experience.
- Knowledge of HUD guidelines, LIHTC, and Fair Housing Standards preferred
- Experience handling high volumes of case loads
- Must possess organizational skills, effective communication, detail orientated, customer service, preferred
- Supervisory experience for a small team, preferred
