JOB SUMMARY
Perform a variety of professional duties involved in the planning, modeling, analysis, development and use of District resources around the hydrologic operations including: water rights, water law and regulation, water supply, flood control, electric generation, electric contracts, and fuel in one or more of the following fields of concentration: resource planning, policy, rates, risk management, report, and energy services.
 
DISTINGUISHING CHARACTERISTICS
The class of Utility Analyst I differs from that of Utility Analyst II in that those incumbents of the Utility Analyst I class perform less varied, complex or technical tasks. A position in the Utility Analyst II class is filled by advancement from the class of Utility Analyst I. Incumbents of the Utility Analyst II class are expected to independently perform a wide variety of difficult and complex work. Adequate performance requires knowledge of District policies and procedures, and the ability to choose among a number of alternatives in solving problems. Work is normally reviewed only on completion for overall results.
DUTIES AND RESPONSIBILITIES
The use sophisticated computer programs to analyze the data collected. Development of computer models to understand complex datasets. The use of geographic information systems (GIS) and global positioning system (GPS) equipment to perform tasks.
 
Measure the properties of bodies of water, such as volume and stream flow.
 
Use computer models to forecast future water supplies, spread of pollution, floods and other events.
 
Evaluate the feasibility of water-related projects, such as hydroelectric power plants, irrigation systems, and wastewater treatment facilities.
 
Conduct short-term and long-term climate assessments and study storm occurrences.
 
Develop in-depth and authoritative knowledge of District water rights and history. 

Conduct water rights accounting and reporting to regulatory authorities.
 
Assist District staff and legal counsel with water, legal and regulatory efforts and functions. Ensure compliance with applicable local, state and federal regulations relating to the District's water operations.
 
Research and assist with educational and historical projects, write white papers including photo and document archiving and other District documentary projects.
 
Analyze and produce a variety of studies, forecasts and schedules related to water and power generation to meet system needs, abnormal contingencies.  
 
Perform economic, statistical and feasibility studies.  Develop multi-year load-forecast information and revenue projections.
 
Analyze and produce short and intermediate-term schedules for the operation of hydro generating units and power plants in accordance with power plant and unit characteristics, power sales contracts, gas contracts and water deliveries to District electric load, in the most economical way.
 
Analyze and produce instructions, procedures, logs, records and reports related to generation dispatching and field operations, and general instruction orders for energy resource scheduling and dispatching; review daily system record for general instruction orders, compliance and accuracy.
 
Implement data collection and analytic systems to improve statistical efficiency and quality.
 
Be able to document the types and structure of the business data (logical modeling) to produce and identify patterns, trends and correlations among the various data points of complex data sets.
 
Assist in the supervision and training of tasks assigned to other District staff or consultants, as directed.
 
Make professional presentations to District management, including the Board of Directors, as well as the public.
 
May serve as acting Department Manager, as assigned.
 
Comply with all District rules, regulations, policies and procedures.

Perform other related duties as required or assigned by supervisor.
QUALIFICATIONS
Any combination of experience and training that would likely provide the required skills and abilities is qualifying. A typical way to obtain the skills and abilities would be:
 
Education
Utility Analyst I-II
Usually exhibited by a person with a Bachelor's degree from an accredited college or university in a highly analytical field such as engineering, accounting, finance, science, math, economics, or cliometrics.   
 
Experience
Utility Analyst I
Usually exhibited by a person with two (2) years of experience in one or more of the above fields of concentration or a position that would prepare one for such field(s).
 
Utility Analyst II
Usually exhibited by a person with five (5) years of experience in one or more of the above fields of concentration or a position that would prepare one for such field(s).
 
Skills and Abilities
 
Interpersonal and Communication: 
Utility Analyst I - Must have ability to: establish and maintain effective working relationships with those contacted in the course of work; demonstrate excellent customer service skills; communicate clearly and concisely, both orally and in writing; and prepare clear and concise financial and administrative reports. Must have good customer relations and problem solving skills.
 
Maintain a positive work atmosphere by acting and communicating in a manner so that you get along with customers, clients, co-workers and management.
 
In addition to the Utility Analyst I requirements:
Utility Analyst II - Must be able to interact with the Board of Directors, Commissioners, elected and appointed officials as well as executive management.
 
Technical and Analytical Abilities:
Utility Analyst I - Have working knowledge or ability to learn: irrigation practices and methods; hydrology; fundamentals of engineering; advanced mathematical skills; water quality and other water resources related issues.  Have a working knowledge or ability to learn to: obtain and analyze complex, detailed information; prepare and maintain accurate records and files; perform and coordinate activities with other District administrations, departments and divisions, as well as outside agencies, consultants and customers; and prepare reports and correspondence.  Have a working knowledge or ability to: acquire computer application skills for word processor, database, spreadsheet, drafting and GIS applications. Highly proficient or ability to be highly proficient in MATLAB and other programming languages like C or Fortran.
 
In addition to the Utility Analyst I requirements:
Utility Analyst II – Have the ability to: analyze and properly interpret complex technical reports and data.  Represent the District in a professional manner; gather data and make accurate computations; effectively prioritize multiple duties and special projects.  Work independently and well under pressure with a high degree of accuracy.  Prepare and maintain accurate records and reports; establish and maintain cooperative working relationships.  Coordinate activities with other District personnel and outside agencies.  Have excellent organizational and planning skills.
 
Administration and Operations: 
Utility Analyst I – Have the ability to: recognize and evaluate changing industry conditions, and develop strategies to address change. Develop and prepare complex analysis and models for assigned work. Demonstrate familiarity in performing duties related to assigned activities.
 
In addition to the Utility Analyst I requirements:
Utility Analyst II – Must have ability to supervise, train and evaluate assigned staff. Must have knowledge of industry terms and the ability to negotiate.
Necessary Special Requirements
Possession of an appropriate California driver's license.
 
Must file a Statement of Economic Interest in compliance with Governmental Code Section 8100.
 
Sign & Acknowledge a Confidentiality Agreement.

Medical Examination
This position may require a medical examination to determine medical fitness for performing the duties assigned to the position or classification.
