Position Overview:
The HR Manager is responsible for overseeing and executing all aspects of human resources functions at the Dover facility. This includes employee relations, labor relations in a union environment, recruitment, benefits administration, compliance, and HR policy implementation. This position plays a critical role in fostering a positive work environment, ensuring legal compliance, and supporting plant leadership to meet operational goals.
Primary Responsibilities
Employee Relations & HR Administration
- Serve as the primary HR contact for all hourly and salaried plant employees
- Manage and investigate employee concerns, complaints, and disciplinary matters in accordance with company policies
- Support a positive labor relations environment through proactive engagement and consistent policy enforcement
- Provide guidance and coaching to supervisors and managers on performance management and corrective action
- Conduct and document investigations and ensure timely resolution
Recruitment & Onboarding
- Manage full-cycle recruitment for plant roles, including working with staffing agencies
- Coordinate onboarding and orientation for new hires, ensuring smooth integration into the workforce
- Maintain accurate and up-to-date employee records in Paycom
- Coordinate background screenings, employment verifications, and job postings
Benefits & Payroll Support
- Educate employees on available benefits and assist with enrollments, changes, and terminations
- Partner with HR Director to support Open Enrollment and wellness initiatives
- Assist with payroll process and resolve timekeeping issues
Compliance & Reporting
- Ensure compliance with federal, state, and local employment laws, including FMLA, ADA, EEO, and OSHA requirements
- Maintain labor law postings and coordinate training related to harassment prevention, safety, and compliance
- Monitor and report on attendance and turnover trends; prepare monthly/quarterly reports for leadership
- Process and track workers' compensation claims; partner with carriers and internal stakeholders as needed
Union Relations
- Support a union environment in accordance with the collective bargaining agreement
- Maintain effective communication with union representatives and participate in grievance discussions
- Assist in labor negotiations and prepare documentation as needed
Culture, Engagement & Communication
- Help plan employee engagement events, recognition programs, and wellness activities
- Contribute to the development of company newsletters and internal communications
- Foster a culture of safety, teamwork, and continuous improvement
Qualifications
Qualifications:
- Bachelor’s degree in Human Resources or related field preferred
- 3–5 years of HR experience in a manufacturing or industrial environment required
- 2–3 years in a leadership or supervisory role, with experience managing direct reports or leading HR initiatives
- Experience in a unionized facility highly preferred
- Working knowledge of employment law and HR best practices
- Proficiency in Microsoft Office Suite and HRIS systems (Paycom a plus)
- Strong interpersonal, organizational, and problem-solving skills
- Ability to handle sensitive and confidential matters with professionalism
Working Environment:
This position is primarily based in an office setting within a manufacturing facility. The HR Manager will be required to spend time on the production floor to support employee engagement, safety initiatives, and operational needs. Walking, standing, and wearing required personal protective equipment (PPE) may be necessary when on the plant floor. The role may occasionally require flexibility in hours to support multiple shifts.
