Job Description
The Vance County Social Services Board is accepting applications for the position of Social Services Director. The Director manages a staff of 140 employees and is responsible for administering a total operating budget of approximately $12 Million.
As agency director, employee directs other managers/supervisors, professional, paraprofessional, and support staff in the delivery of agency services and provides leadership and direction for program development, establishing program standards and monitoring and evaluating quality of service delivery systems. Employee supervises budget activities and may maintain direct involvement in conflict/complaint resolution, staffing and personnel issues and serve as the principle spokesperson for the agency relative to program issues. Work also involves representing the agency with government officials, other human services providers, and a variety of advocacy groups to influence the decision making process in order to insure adequate resources for program maintenance and expansion and the delivery of comprehensive services. Employee is appointed by and report to a local board of social services.
Examples of Duties include:
1. Establishes and promotes the vision and direction of the Vance County Department of Social Services consistent with state and federal mandates, establishing and implementing departmental goals and objectives.
2. Formulates, directs the development of, and management of the department's annual budget; determines agency needs for each fiscal year; seeks new sources of funding; reviews spending trends and agency structure to enhance revenues.
3. Responds to public requests and concerns, including complaints, records requests, and questions regarding all service areas.
4. Responds to requests from the Social Services Board, County Manager, County Finance, and the Board of County Commissioners.
5. Serves on boards and committees as required by N. C. General Statutes as well as those that serve the interest of the agency and County organization.
6. Selects, assigns, directs, and evaluates the performance of subordinate executive managers and supervisors and oversees management development and training programs.
7. Director advises the Administrative Officer and Supervisors in handling problems, with staff and handles all formal disciplinary actions.
8. Director provides direct supervision to up to 10 supervisors and administrative staff. Knowledge, Skills and Abilities
KSA Details: - Thorough knowledge of the legal and philosophical basis for public
welfare programs. Considerable knowledge of principles and practice of social work. Thorough
knowledge of management principles, techniques, and practices. Knowledge of the agency"s
organization, operation and objectives and applicable federal and state laws, rules, and regulations.
Ability to exercise sound judgment in analyzing situations and making decisions; direct employees and
programs in the various areas of responsibility; and develop and maintain effective working
relationships with the general public, and with federal, state, and local officials Additional Information
Minimum Training and Experience Requirements - Candidate must meet the following qualifications established by the State Human Resources Commission. A master"s degree in social work and two years of
supervisory experience in the delivery of client services; or a bachelor"s degree in social work and three
years of supervisory experience in the delivery of client services, one of which must have been in
Social Services; or graduation from a four year college or university and three years of supervisory
experience in the delivery of client services, two of which must have been in Social Services; or an
equivalent combination of training and experience. Selected candidate must demonstrate a strong commitment to client service. Candidate must have the ability to promote and enhance achievement of measurable objectives.
Preference will be given to:
Candidates with extensive experience in the development and administration of a variety social services programs in a social services organization in North Carolina.
Candidates with experience as an Assistant or Deputy DSS Director, or a Social Work Program Manager or Administrator.
The salary range is $83,679 - $108,783 and actual salary will depend upon the experience, education, and salary history of the candidate chosen. Application Special Instructions
