Job Description
JOB SUMMARY
The EMS Division Chief performs difficult public safety work supervising a shift of emergency medical personnel in the EMS services of the County. An employee in this class is responsible for the supervision of operations on a shift with staff in multiple locations performing advanced life support at the Paramedic level. The employee is responsible for the supervising and participating in the maintenance and operation of advanced lifesaving equipment, staffing the County"s QRV, and providing Paramedic level of life support and emergency medical treatment as needed. Work includes assuring that quality emergency patient care standards are in place, proper equipment and treatment are available and sound judgment and treatment decisions are made. Work includes training and orienting new staff, work assignments and overseeing proper staffing, inventory of medical supplies, and operation and maintenance of vehicles and equipment. Work is supervised by the EMS Director and is evaluated through conferences, observation, station and incident operations, and public feedback.

ESSENTIAL JOB FUNCTIONS

Supervises the activities of all the Emergency Medical Services stations on an assigned shift within the Emergency Medical Services Department; ensures staff coverage; ensures all equipment is in working order and availability of supplies; ensures the coordination of services with the hospital emergency room and other agencies.
Participates in the development of new and the modification of existing policies, procedures and protocols; recommends budgetary needs; troubleshoots and serves as a liaison between management and staff; participates in all personnel related functions; participates in providing staff training and ensures that staff are operating within the parameters of their certification.
Identifies the need and recommends new equipment and supplies needed to provide medical services in concert with medical protocols to citizens.
Ensures all equipment, facilities and materials on their shift are maintained in proper working order.
Responds to emergency calls and coordinates the provision of medical services making assessments of most critical problems, and decides on treatments to be administered and in what sequence.
Responds to complaints, questions, and information providing careful research and investigation.
Reviews all records, reports, and other information required by the Department and the State.
Assists with daily cleaning and inventorying of emergency equipment, supplies, fluids, administration sets and drugs.
Participates in a continuous training program to improve competence level in medical technical work and in ambulance service and operation; studies street and road patterns and networks of the County in order that future runs may be made with minimum difficulty and delay.
Provides direct medical services at the Paramedic level in emergency situations.
Performs other related duties as assigned.

Knowledge of anatomy and physiology.
Knowledge of County geography and locations of roads and streets.
Knowledge of intravenous therapy and skill in recognizing adverse conditions.
Knowledge of equipment and supplies employed in emergency care of patients and accident victims.
Knowledge of the application of information technology to the work.
Knowledge of County personnel and purchasing policies and procedures.
Knowledge of supervisory laws and regulations.
Skill in recognizing patient trauma(s) and signs and symptoms of medical emergencies to determine appropriate treatment.
Skill in safe and efficient operation of QRV, ambulance and medical equipment.
Skill in collaborative conflict resolution and customer service excellence.
Ability to effectively supervise and direct staff of employees.
Ability to use sound judgment in making decision regarding operations, personnel, and priorities.
Ability to perform duties in accordance with established emergency medical procedures and techniques and medical protocols and standing orders.
Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations.
Ability to plan, organize and direct work to meet deadlines and governmental requirements.
Ability to supervise all EMS stations on an assigned shift requiring the ability to balance a variety of priorities and requests.
Ability to work with a diverse socio-economic population, based on the unique situations encountered.
Ability to communicate effectively in a tactful and firm manner with the public.
Ability to work effectively with co-workers, law enforcement personnel, fire personnel, medical personnel, patients and the general public.

Ability to maintain Paramedic certification through approved continuing education in a (4) year period, with the North Carolina Office of Emergency Medical Services.

Qualifications - Education and Experience:
Requires a high school diploma or equivalent and (3-5 years) related experience in supervising a staff providing advanced level emergency medical services, or equivalent combination of education and experience. Bachelor"s degree in related field preferred.

Licenses or Certifications:
Possession of a valid North Carolina driver"s license.
Possession of North Carolina Emergency Vehicle Driver certification.
Possession of certification from the State as an Emergency Medical Technician-Paramedic and completion of additional course work and/or certification to include, at a minimum, certification in cardiac care, pediatrics, and trauma, as determined necessary by the County.
Possession of North Carolina Hazardous Material Level I certification.
Possession of ICS 100, 200, 300, 400 and NIMS 700 and 800.

Special Requirements:
Must be able to work in shifts. Physical Requirements and Work Environment

PHYSICAL DEMANDS
The work is very heavy work which exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects, including the human body. Tasks may require the following abilities: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have the visual acuity to operate mobile equipment, monitor work site progress, and use measurement devices.
WORK ENVIRONMENT
Work is subject to both inside and outside environmental conditions, extremes in temperatures, noise, vibrations, hazards associated with emergency medical work. Due to the nature of the work, the employee is exposed to human blood and is subject to the OSHA requirements on blood borne pathogens. Additional Information
