Position Details
Job Title: Enterprise Architect
Location: Harrisburg, PA
Work Type: Hybrid (schedule set by hiring manager)
Duration: Full-Time | Up to 40 hours/week
Note: Candidate must report on-site at least on the first and last day of the engagement for equipment inventory.
Duties & Responsibilities
- Develop, publish, and maintain enterprise reference architectures and technical standards
- Lead modernization initiatives, transitioning legacy systems to cloud-native or hybrid environments
- Architect and oversee integrations with enterprise platforms such as Salesforce, Appian, and Microsoft Azure
- Collaborate with agency stakeholders to ensure solutions align with business goals and citizen engagement needs
- Provide architectural guidance and solution oversight to development teams and project managers
- Define and promote data interoperability strategies while ensuring compliance with records retention and data protection policies
- Research and recommend emerging technologies to improve service delivery, reporting, and operational efficiency
- Maintain comprehensive architectural documentation, standards, and technology roadmaps
- Communicate complex technical concepts clearly to both technical and non-technical stakeholders
- Support architecture governance by reviewing solution designs for compliance and alignment with enterprise policies
- Develop business capability models aligned with strategic goals and regulatory mandates
- Act as a trusted advisor, influencing across teams without direct authority
Minimum Experience & Training
Candidates must meet one of the following:
- Bachelor’s degree with 6 years of professional IT experience
- 10 years of professional IT experience
- Equivalent combination of education and experience
Required Skills & Experience
- Application development and modernization
- Enterprise reference architectures and technology standards
- API design and secure system integrations
- Cloud solution architecture (Azure preferred)
- Developing and executing technology roadmaps aligned with business objectives
- Translating complex technical concepts into actionable guidance for diverse stakeholders
Preferred Qualifications
- Certifications such as TOGAF 9.x, Microsoft Certified: Azure Solutions Architect Expert, or Salesforce Certified Application Architect
- Experience in state or federal government environments
- Familiarity with low-code platforms, especially Appian (case management, workflows, regulatory systems)
- Familiarity with Salesforce, geospatial systems, or regulatory data standards
