About the Role:
Virtual Peace of Mind is seeking a highly skilled and proactive Fractional HR Manager to support the growth of our statewide school-based mental health program. This part-time leadership role will be responsible for overseeing human resources operations, ensuring compliance with employment laws across multiple states, and cultivating a mission-driven, equitable workplace culture in a fully remote environment.
The ideal candidate will be experienced in managing HR processes for a distributed clinical workforce, including onboarding, credentialing, compliance, performance management, and HRIS oversight. This role is essential in supporting our expansion while maintaining alignment with ethical, legal, and cultural best practices in mental health care staffing.
Key Responsibilities:
Recruitment & Onboarding
- Support the recruitment and onboarding process for licensed clinicians, administrative staff, and leadership roles.
- Coordinate credentialing documentation and employment compliance across multiple states.
- Ensure timely background checks, references, and system access for new hires.
- Post job descriptions and job ads; assist with recruiting and hiring processes.
HR Operations & Compliance
- Maintain HR policies and ensure compliance with federal and state employment laws, including, ADA, and wage regulations.
- Oversee HRIS systems (e.g., payroll, time tracking, personnel files).
- Coordinate employee benefits enrollment, ICHRA compliance, and leave tracking.
Employee Relations & Culture
- Serve as a trusted resource for employees on HR-related matters.
- Support conflict resolution, employee satisfaction surveys, and culture-building efforts.
- Advise leadership on equity, engagement, and wellness strategies.
Performance & Policy Management
- Maintain job descriptions, evaluation tools, and performance management procedures.
- Assist with tracking licensure renewals and CEU compliance where applicable.
- Collaborate with executive leadership on policy updates and documentation.
Payroll & Benefits
- Administer payroll, including processing and ensuring timely payment.
- Handle payroll tax filings and related compliance requirements.
- Manage benefits administration, including working with insurance carriers and brokers, open enrollment, and employee questions.
- Ensure compliance with all federal, state, and local regulations regarding employment and payroll.
Compliance & Administration
- Ensure HR practices and documentation comply with applicable laws and regulations.
- Maintain up-to-date HR policies and procedures.
- Assist with developing HR policies and updating the employee handbook.
- Support leaders and employees with HR compliance training as needed.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field required; PHR or SHRM-CP certification preferred
- Minimum 8 years of HR experience. Experience in a healthcare setting preferred
- Knowledge of employment law, credentialing, and healthcare-related compliance (HIPAA, licensure standards, etc.)
- Proficiency BambooHR a MUST
- Strong communication, problem-solving, and cultural competency skills
Details:
Salary Range: $30,000 – $38,000 annually, based on experience and weekly hour commitment
