Under general supervision, the position will work independently directing and supervising staff in one or more technology teams responsible for one or more designated units of the WV Lottery. Supervise and guide a team of technical support professionals within the designated unit or units, ensuring optimal performance and collaboration. Provide expertise and direction in the designated unit or units. Oversee daily operation of business applications, ensure availability, performance, and stability, coordinate incident response, monitoring, and routine maintenance. Supervise, coach, and develop application support staff; conduct performance evaluations; plan staffing assignments. Lead or coordinate application-related projects, upgrades, enhancements, integrations, and migrations. Manage relationships and contractual requirements with software vendors, contractors, business users, and internal stakeholders; ensure level agreements (SLAs) and business needs are met. Identify process improvement opportunities; enforce policies, security, compliance, audit, and documentation standards. Assist with acquisition and management of application licenses, maintenance contracts, staffing, and resource allocation, other duties as assigned. Participate in IT strategic planning, contribute to application portfolio management, future system selection, and long-term IT initiatives. Ensure systems meet state, federal, and gaming regulatory standards; coordinate with compliance, auditors, and legal as needed. Maintain thorough documentation and audit trails. Continuously assess operational processes for efficiency, accuracy, and security; maintain detailed documentation of configurations, procedures, and workflows Knowledge, skills and abilities: Knowledge and expertise in specific technical unit or units supervised. Knowledge of the uses and potentials of modern software applications and programming package solutions. Knowledge of state purchasing rules and guidelines. Working knowledge of incident, problem, change, and release management best practices (e.g., ITIL)
Substantial knowledge of secure access, application hardening, vulnerability management, and role-based access controls (RBAC). Substantial knowledge of project planning, software development life cycles (waterfall and agile), testing and validation. Strong skills in diagnosing and resolving application outages or performance issues. Significant skill in managing competing tasks, triaging issues, and organizing staff resources effectively. Strong skill in producing clear documentation, procedures, audit evidence, and compliance reports. Ability to demonstrate strong leadership skills to supervise and inspire technical support teams effectively. Ability to write, evaluate and negotiate software specifications and contracts. Ability to work effectively with users, technical staff, and vendor representatives in resolving operational problems. Ability to manage third-party providers and hold them accountable to SLAs. Ability to assess data, logs, metrics, and trends to support decisions or diagnose root causes. Strong ability to translate compliance rules, IT policies, or contracts into actionable steps.

Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Additional experience as described below may substitute for the required education at the rate of one (1) year of experience for thirty (30) semester hours of education.
AND
Experience: Four (4) years of full-time or equivalent part-time paid experience in computer programming, infrastructure support, operations support, office automation planning, purchasing and implementation of hardware and software, wide area or local area networking, system analysis, business applications support or supervision of computer operations. One (1) of the required years must be in a lead worker capacity.
OR
Substitution: A major in computer science may substitute for one (1) year of required experience.
