General Definition of Work
Performs intermediate technical work administering, maintaining, and preparing financial records and reports, and performing a variety of other financial clerical duties. Work is performed under the limited supervision of a Supervisor and/or Department Director.
This position is assigned to specialized functions within a Department.
Essential Functions

- Assists in administering and monitoring Department financial operations.
- Monitors and/or maintains ledgers and prepares analysis of ledger accounts; compiles data and supervises preparation of billings and invoices; analyzes cash flow data and disbursement estimates; completes reports, forms and documents; administers the month-end closing procedures.
- Projects future Department revenues and expenditures based on historical data, State projections and trends; analyzes, identifies and implements solutions to resolve accounting problems.
- Prepares and processes journal entries and enters into financial system.
- Provides informed input into the Department budget.
- Coordinates Department audits and assists other Departments with their Department audits.
- Monitors, reviews, and interprets County, State, and Federal laws, regulations and policies pertaining to programming funding.
- Interacts with others in the work unit, the public, vendors, departments, and various State agencies to exchange detailed and/or technical information, including initiating conflict resolution with providers, vendors, and agency staff regarding billing and payment issues.
- Perform other duties and activities as assigned.
Accounting Technician – Finance Division
Assists other departments with their audits and assists in the preparation of the County’s Comprehensive Annual Financial Report.
Assists with a wide variety of County financial and legal compliance operations.
Maintains the County’s Capital Assets and Inventory Records for audit; reviews new State statues for changes that would affect the depreciable life of any asset held by the County.
Provides technical and support system of County-wide finance systems.
Creates and processes payment data files and reconcile accounts.
- Assists in administering and monitoring financial and cost accounting procedures for the Highway Department.
Fulfills agency goals of maximizing non-county funding sources and ensures that the County is the payer of last resort.
Provides technical and system support of Human Services program funding.
Trains department staff and service providers on system documentation, funding sources,
- and State and Federal policies.
Provides department support on technical and policy issues; uses and troubleshoots complex County and State systems.
Handles confidential and private data to determine proper funding sources.
Enters and transmits client billing, data to State agencies, acts as the agency billing agent for state and federal claiming systems; serves as a liaison between work units and agency providers to ensure prompt and accurate transfer of reimbursement information.
Minimum Qualifications & Knowledge, Skills and Abilities
Education and Experience
Associates/Technical degree in accounting, or related field, and three years of experience in accounting with some payroll, budgetary, and/or audit support experience, or equivalent combination of education and experience. Bachelor's degree is preferred.
Special Requirements
May require possession of, or ability to obtain, specific licenses and/or certifications depending on departmental assignment.
A valid driver's license or evidence of equivalent mobility is required upon hire.
Knowledge, Skills and Abilities
Knowledge of government accounting methods, principles and practices; knowledge of County government work flows and processes; knowledge of financial and accounting systems and programs used to support departmental financial functions; knowledge of payroll programs and funding sources knowledge of methods, procedures and principals of public and business administration; knowledge of local, State, and Federal laws, regulations, and coding to finance; knowledge of computer systems used to administer accounting and payroll systems; skill in the use of standard office equipment, including computer and software programs; verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences; reading comprehension skills sufficient to read and interpret technical financial documents; interpersonal skills sufficient to exchange and/or convey information, receive work direction, and maintain effective working relationships; ability to perform data entry into various databases; ability to analyze department budget and financial reports; ability to effectively organize time and anticipate, plan and successfully respond to changing circumstances; ability to pay attention to detail and exercise strong organizational skills; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; ability to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.
Physical Requirements
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location.
