NATURE OF WORK

Under minimal supervision, plans, directs and manages the Juvenile Court Services Division functions and staff; assures program activities comply with Court goals and objectives, State and Federal laws, and County policies and procedures; assures all mandated requirements are met; assists with personnel and fiscal management, strategic planning, grant management, and intergovernmental relations.

Nature of Work

(Illustrative Only) Assists the Director in providing leadership and direction to the senior management team; performs a variety of high level administrative, managerial, supervisory duties, tasks and functions in support of the day-to-day operation and organization of the department; assists in the review and assessment of programs, services, personnel, contracts, and court functions to determine their effectiveness, efficiency, cost justification and program compliance; provides input, analysis, review, and recommendations for change regarding policies and procedures; assesses and identifies departmental needs for staffing and equipment; provides input and assistance in the identification and implementation of the department's long and short-range strategic planning efforts; participates in the planning and development of the department's budget; assists with the presentation, justification and administration of various department budgets; reviews legislation; determines potential impact on department operations; participates in the implementation and evaluation of departmental automation projects; reviews and monitors department budget allocation; approves expenditures and purchases within scope of authority; identifies, suggests and recommends grant funding and potential grant funded projects; participates in the development of grant applications; reviews and monitors departmental statistics; oversees department facilities; approves and implements records and file management programs; conducts legal research and drafts correspondence; directs assigned departmental operations and functions; resolves internal and external conflicts and issues in the management and administration of the department; coordinates various aspects of personnel operations including the selection, training, development, evaluation, counseling, and disciplining of staff; identifies and recommends personnel system changes for the department; identifies and undertakes special projects; analyzes the department's work flow and efficiencies; recommends and implements changes to improve efficiency and responsiveness to internal staffing and external needs; gathers, compiles and analyzes department statistical reports; represents the department in contacts with various governmental agencies, committees and committee meetings; assists with the implementation of programs; identifies and recommends methods to improve management and operation of the Court through enhanced work processes, increased court system responsiveness, efficient use of judicial resources, and quality service delivery; performs related duties as required or assigned; abides by the Code for Judicial Employees.

Experience and Education

Bachelor's Degree in Judicial Administration, Business Administration, Public Administration, or related field involving judicial organizational management, education and training; AND (5) five years of progressively responsible supervisory, administrative or management work experience involving personnel management, budget and fiscal policy analysis, caseload management and information systems; OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved; ADDITIONAL REQUIREMENTS: This classification requires the applicant to pass criminal background checks; a valid Arizona State Driver's License may be required; Arizona Committee on Judicial Education and Training (COJET) yearly accreditation is required; PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Work is performed in a standard office environment and Court facilities to include a juvenile detention facility. .

Knowledge, Skills and Abilities

Knowledge of: Applicable State of Arizona statutes, rules, administrative orders, policies and procedures, and Federal rules and requirements, including Judicial Merit System, Code of Conduct, and Arizona Juvenile Court's Rules of Procedure; Yuma County Policies and Procedures; legal terminology and court processes and procedures; principles, practices, and trends in public administration, leadership, and management; principles and practices of legal, ethical and professional rules of conduct; techniques and practices for efficient and cost effective management of resources; public sector budgets, grant protocols and financial reporting; principles of public personnel administration, court administration, and organizational development; principles and practices of management, supervision, records, case and caseflow management, bookkeeping, record keeping, space and facilities management, automation systems and capabilities, automated office operations, support services, and intergovernmental relations; community resources and services.

Skills in: Interacting with people of different social, economic, and ethnic backgrounds; working under pressure in a dynamic work environment with changing demands and priorities; analyzing complex issues, collecting information, and recommending methods, procedures and techniques for resolution of issues; understanding and interpreting public services issues, regulations, and state and Federal laws; using initiative and independent judgment within established procedural guidelines; organizing, evaluating, analyzing and presenting data and information; preparing complete, comprehensive, and accurate reports; managing multiple projects, and prioritizing multiple tasks and demands; leading and coordinating court personnel to accomplish department goals and objectives; operating a personal computer utilizing a variety of software applications.

Ability To: Prioritize and delegate tasks; create and present ideas; establish and maintain cooperative working relationships with court employees, users of the Court’s services, and the public; communicate verbally and produce written documents and reports for public dissemination; work under pressure, handle problems and tasks that develop unexpectedly; train and evaluate the performance of assigned staff.

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.

Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the “ Wellness Incentive” will receive a $30 monthly premium reduction by completing three steps.

Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “ Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
