This posting will be used to fill a Full Time, Permanent, Safety Sensitive, Program Specialist II position working in the Central Records Section of the Anne Arundel County Police Department.
The Program Specialist II will review and prepare law enforcement body-worn camera audio and video recording for release to internal and external customers. Applicants with experience or interest in law enforcement body-worn camera systems and/or video/audio editing systems are highly encouraged to apply.
This is program management support work carrying out assignments in operational programs requiring knowledge of a range of program issues to perform a variety of assignments.
NATURE AND VARIETY OF WORK
(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. They are not intended to include all of the essential functions of all positions in the class.) Provides support for and liaison with various citizens' committees, community groups, and advisory councils including preparation of meeting summaries, identification of issues requiring further action, and ensuring that requests from the public are handled promptly and effectively. Provides program support by establishing and maintaining mechanisms/databases to track program activity; generate reports; process data, verify data or identify inaccuracies in data; and monitor changing trends and patterns. Determines eligibility for program service based on a review of the application with supporting documentation, program regulations and guidelines, and verification of data provided by the applicant. Assesses training and staff development requirements and designs programs to address such needs. Performs related duties as required.
KNOWLEDGE, ABILITIES, AND SKILLS
Knowledge of the program areas related to the department/agency to which the position is assigned. General understanding of applicable County, State, and/or Federal regulations and procedures, as required. Knowledge of contract, administration, and monitoring, as required. Ability to prepare, interpret, and evaluate program proposals and modifications. Ability to communicate effectively, both orally and in writing. Ability to deal tactfully, effectively, and equitably with people. Ability to attend meetings or perform work at locations outside the office, if necessary.Graduation from an accredited four-year college or university; and one (1) or more years of experience of supervising programs and staff members. NOTE: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States. For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement. NOTES: The selection process includes a comprehensive background investigation. The selectee must provide thorough documentation and pass the background investigation. This is a Safety Sensitive position and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.Preference will be given to applicants with the following: 1. Two (2) or more years of direct supervisory experience. 2. Two (2) or more years of experience handling body worn camera (BWC) records or other related digital evidence. 3. Experience handling and protecting law enforcement sensitive or other similar confidential records and information. 4. Exceptional interpersonal skills, ability to establish and maintain excellent working relationships with law enforcement personnel at all levels, peers, managers, other agencies, and external vendors.
