The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking an experienced and highly skilled Equal Employment Opportunity Program Specialist (Program Manager II). The main purpose of this position is to develop, direct, manage, coordinate, and disseminate all activities of MDOT’s Equal Employment Opportunity Program/Title VII and to act as a liaison with the recruitment, human resources, and senior management divisions. This position will assist with the training and education of employees responsible for processing the requests to ensure compliance with the American Disabilities Act (ADA) regulations and monitor training compliance. This position will conduct Sexual Harassment training required by state law, participate in Sexual Harassment training updates, track TSO compliance, and collaborate with the modes on best practices.
This position reports to the Equal Employment Opportunity Manager.
Core Competencies:
- Serving as a professional consultant regarding every EEO/Diversity measure and affirmative action procedure that MDOT practices
- Establishing policies and procedures as well as short and long term EEO goals and strategies
- Ensuring compliance with federal and state EEO/Title VII laws and regulations and MDOT’s Equal Employment Opportunity Program
- Reviewing and approving reasonable accommodation requests under the American Disabilities Act through an interactive conversation
- Overseeing the training and education of employees responsible for ensuring equal employment opportunity
- Processing and investigating complex complaints of discrimination pursuant to State and Federal regulations
- Developing diversity recognition programs
- Performing other duties as assigned under the direction of the EEO Manager
Two (2) vacancies exist at MDOT TSO, which is located in Hanover, MD. (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications
PREFERRED QUALIFICATIONS:
Education: Possession of a bachelor’s degree from an accredited college or university.
Experience: Four (4) years of experience managing, developing, directing, or coordinating an equal employment opportunity program. Two (2) years of this experience should include experience implementing an equal opportunity program or equal access compliance program or ensuring adherence to fair practice standards, including proven experience in conducting and drafting complex EEO investigations from start to closure.
The ideal candidate will possess a SHRM-CP, SHRM-SCP, SPHR, and/or PHR certification.
