The State Highway Administration's (SHA) Office of Materials Technology is currently recruiting for a Bridge Testing Crew Chief (Transportation Engineering Technician V) in (Anne Arundel County). This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.


Nature of WorkThe main purpose of this position as a Bridge Survey Team Crew Chief is to supervise and provide guidance and direction to a team of engineering technicians, contractual employees, and consultants while performing bridge deck and substructure condition surveys statewide. This position is also responsible for leading Crew members in conducting testing, collecting samples and data, drawing using CADD software, drafting reports, analyzing data, and submitting for review. Responsible for performing Quality Control and Quality Assurance of data collected in the field by crews and providing progress reports. Responsible for conducting specialized testing such as nondestructive testing (NDT) using 3D GPR on bridge and pavement, evaluating data, and writing a final report with recommendations for the Field Explorations Division. This position reports directly to the Bridge Testing Team Leader.

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Eight (8) years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.

Selective Qualification: Four (4) years of the required experience must include Bridge Deck Testing or Transportation Infrastructure Inspection, or Pavement and Bridge Maintenance, or Construction material testing with CAD capabilities.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification.  Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

Preferred Qualifications:

The ideal candidate should possess the following:


  • Knowledge of the principles of basic mathematics and ability to perform basic mathematical computations.
  • Knowledge of Temporary Traffic Control Standards and Manual on Uniform Traffic Control Devices.
  • Basic knowledge of the principles and standards of highway, bridge and interchange design including geometrics, hydraulics, capacity, economics and traffic assignments.
  • Knowledge of Federal Highway Regulations and Criteria for In-Service Bridge conditions
  • Basic knowledge and ability of computers and ability to learn basic functions on computer and keyboard.
  • Skill in operating computers using MicroStation and other related engineering software.
  • Ability to communicate effectively with individuals and in a team setting.
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Ability to understand and carry out instructions.

Notes:
1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years.
2. Applicants who possess an associate's degree in either engineering, construction management or surveying or surveying technology from an accredited community college, college or university are considered to have met two years of the eight-year experience requirement.Candidate must possess a motor vehicle operator's license valid in the state of Maryland.

Special Requirements:


Employees in this position must be able to routinely travel statewide on overnight stays of up to 2 weeks duration for data collection.


Employees may be required to work overnight and extended hours during the work week and occasionally during the weekend for data collection.


Employees in this classification may be considered “Essential Employees” and may be required to sign and agree to all policies and procedures relating to “Essential Employee” status.

Candidate is required to possess Temporary Traffic Control Manager Certification within 3 months from the date of employment.


Candidate must complete the Federal Highway Administration (FHWA) certification for inspection of In-Service Bridges within 12 months from the date of employment.
