Archera is conducting a search on behalf of our client, a Prevailing Wage Specialist (Federal Compliance & Construction HR).
The Prevailing Wage Specialist (Federal Compliance & Construction HR) will proactively oversee all human resource functions across the construction operations, with a strong emphasis on federal labor compliance and prevailing wage regulations. This role ensures workforce compliance with federal, state, and local employment laws, particularly as they pertain to Davis-Bacon and other government-funded project requirements. This position will serve as a critical liaison between the HR department, project managers, payroll, and government agencies to maintain compliance and foster a fair and equitable work environment for all employees.
Core Responsibilities:
HR Leadership & Administration:
- Supervise day-to-day HR activities for field and project-based employees.
- Serve as the HR point of contact for job site employees and coordinate with Corporate HR teams as appropriate.
- Support workforce planning and hiring strategies for construction projects ensuring proper staffing aligned with project timelines.
- Exceptional understanding of certified payroll processes.
Federal Compliance & Prevailing Wage Oversight:
- Ensure compliance with the Davis-Bacon Act, Service Contract Act, and any other applicable federal, state, or local wage laws.
- Verify that contractors and subcontractors properly log timecards and project data.
- Assist with badging, gate and/or property clearances as required.
- Coordinate with agencies to facilitate access requirements for government sites.
- Stay current on prevailing wage rates and fringe benefit updates and communicate implications to stakeholders.
- Serve as the liaison with Corporate to ensure prevailing wage training is completed.
- Conduct periodic audits of labor records to ensure ongoing adherence to compliance standards.
- Exceptional understanding of labor compliance with union and non-union workforce.
Policy Enforcement & Training:
- Provide training to project managers and field supervisors on HR procedures, labor law compliance, and prevailing wage guidelines.
- Use IRIS Scanner technology to compile and submit time and attendance reports.
- Collaborate with onsite administrative team to facilitate ad hoc reporting as required.
Documentation & Reporting:
- Ensure that subcontractors are maintaining detailed records of employee data, job classifications, hours worked, and wage rates, especially for government contracts.
- Maintain accurate up-to-date logs and provide reports as necessary.
- Comfortable working with numbers, spreadsheets, and compliance systems.
Additional Duties:
- Perform additional responsibilities as assigned to support the success of the team and organization, including night and/or weekend work as needed.
Qualifications:
- Bachelor’s degree in accounting, finance, business administration, human resources, or related field (or equivalent years of working experience).
- Minimum 3 years in finance, accounting, payroll, HR or similar field.
- 5 years of experience in the construction industry.
- 5 years of experience in federal compliance and prevailing wage.
- Strong knowledge of public works regulations, including Davis-Bacon Act, Service Contract, DIR, and other federal/state wage determinations.
- Exceptional understanding of certified payroll processes, labor compliance and union as well as non-union workforce structures.
- Strong interpersonal and communication skills; able to work with diverse teams in field environments.
- Excellent organizational and auditing abilities with strong attention to detail.
- Proficiency in Microsoft Excel.
Total Rewards:
The compensation package for this position includes a competitive and includes the following:
- Base Salary: Approximately $65,000-$80,000/year

Physical Requirements:
- Prolonged periods sitting and working on a computer.
- Regular visits to active construction sites.
- Ability to walk on uneven terrain, stand for extended periods, and work in varying outdoor conditions as needed.
Travel Requirements:
- Travel may be required at approximately 50% of the time.
Location Requirements:
- Onsite in Jupiter, Florida
- Work Schedule: Monday-Friday 9:00-5:00 PM ET with occasional night or weekend work as needed.
Salary : $60,000 - $80,000
