Under close supervision, performs routine professional human resources administration work.
Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology. (Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Knowledge, Skills, and Abilities (Entry Level)
Basic knowledge of the principles of public personnel administration. Basic knowledge of statistical concepts and procedures used in human resources administration and research.
Ability to collect, evaluate, and analyze information for personnel related studies. Ability to understand and apply Baltimore County personnel law, rules and regulations, policies and procedures, and memoranda of understanding. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to handle confidential material with discretion.
Knowledge, Skills, and Abilities (Full Performance)
Knowledge of County human resources law, rules, regulations, policies, procedures, and memoranda of understanding pertaining to the performance of duties. Knowledge of applicable Federal and State laws, guidelines and requirements. Basic knowledge of the organization and functions of County agencies.
Skill in collecting, evaluating, and analyzing information related to human resources administration. Skill in group instruction and facilitation. Skill in applying all applicable laws, regulations, policies, procedures, etc. to assigned duties.
Ability to perform duties of increasing complexity, difficulty, or responsibility.

Under close supervision, performs routine professional human resources administration work.
- Conducts thorough, professional and effective interviews with individuals accused of violations, witnesses and reporting parties to gather critical facts for informed decision-making.
- Prepares investigation plans and interview questions by analyzing complaints, identifying key issues, potential witnesses and necessary documentation.
- Foster and maintains professional working relationships with Department Heads and HR Liaisons across the county to facilitate collaborative recommendations on investigation outcomes.
- Manages and prioritizes caseloads that includes both administrative tasks and coaching responsibilities.
- Conducts site visit(s) to the complainant's place of employment, if appropriate, as determined by circumstances.
- Analyzes all the gathered information in order to prepare the Workplace Investigation Report and the Conclusion & Recommendation Report.
- Creates accurate, concise and timely communications, including documentation and reports.
- Handles high-stress, complex situations with objectivity to ensure all investigations are impartial and reach logical conclusions.
- Understands relevant laws and regulations to inform investigation processes and provide well-rounded recommendations.
- Recommends policies and best practices to ensure compliance with county personnel rules, state and federal regulations.
- Recommends trainings on topics that foster a more respectful and cohesive work environment.
- Maintains strict confidentiality of all information gathered during investigations.
- Facilitates the FMLA review and approval processes.
- Coordinates with employees submitting FMLA requests to ensure documentation is complete.
- Works with HR Liaisons and other necessary parties in ensuring FMLA is administered according to the law.
- May coordinate the activities of clerical or support personnel.
- May represent the department at meetings or on committees.
- Performs other related duties as required.
