What are the responsibilities and job description for the Employee Disciplinary/Grievance Technician position at Bexar County?

Under general supervision, is responsible for processing employee disciplinary actions and grievances in the Detention Division; drafts disciplinary actions; prepares cases for detention hearing proceedings; researches and gathers supporting documentation; attends hearing proceedings; drafts time-sensitive responses; maintains statistics and develops reports; and performs related duties as required.
  • Processes employee disciplinary actions and grievances in the Detention Division
  • Drafts disciplinary actions for Jail Administrator’s signature
  • Prepares cases for detention hearing proceedings with the Jail Administrator
  • Researches historical information, policies, procedures and codes and gathers supporting documentation such as Sheriff’s Civil Service Rules, Detention and Sheriff’s Policy and Procedures
  • Maintains calendar for hearings proceedings and notifies individuals and witnesses of hearing dates
  • Attends hearing proceedings at the divisional level and documents outcome of proceedings
  • Monitors pending cases and drafts time-sensitive responses to cases
  • Maintains division statistics on caseload information and develops complex reports
  • Assists Grievance and Appeals Specialist and District Attorney’s Office in preparation of cases that go beyond the divisional level
  • Performs related duties as required
  • Graduation from an accredited college or university with an Associate’s Degree in Human Resources or a closely related field and two years human resources experience; or an equivalent combination of education and experience.
  • Knowledge of employee grievance and appeal processes; knowledge of civil service procedures; knowledge of jail operations and procedures.
  • Skill in understanding and applying department policies and procedures; skill in researching and analyzing complex information; skill in communicating technical information effectively, both verbally and in writing.  
  • Ability to compile and report information; ability to operate personal computer, typewriter and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Department Heads and attorneys.
  • Physical requirements include lifting/carrying 5-10 lbs. occasionally; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment.  Subject to sitting, standing, walking, bending, reaching and twisting to perform the essential functions.
  • Must secure and maintain a favorable background investigation from the Bexar County Sheriff’s Office
  • Must secure and maintain a pre-employment physical and pre-employment drug screen
  • May be required to work more than 40 hours during the workweek.

Working Conditions: Working conditions are in an office within a jail environment.

Individual Office/Department Conditions:  Task and special requirements unique to an individual office or department may be addressed through a separate list of detailed specifications prepared by that office/department and subject to approval by Human Resources and the Civil Service Commission.  Office/department specifications may not be more complex nor at a higher level of responsibility than any of those contained in this position description.
