Job Description And Duties

Under the general direction of the Business Systems Support and Maintenance (BSSM) Program Manager (Staff Services Manager II), with direct supervision provided by Staff Services Manager I), Systems Activities Coordination and Support (SACS) Unit Supervisor, the incumbent performs activities related to personnel and payroll program analysis and reporting compliance.

The unit is responsible for performing business functions necessary to support and maintain the State's Payroll and Personnel Business system tables, file updates, and activities related to processing support for the statewide Personnel and Payroll systems and subsystems, and retirement reporting for over 294,000 state civil service, CSU and exempt employees.

Duties performed:

(Candidates must perform the following functions with or without reasonable accommodations.)

  • Perform highly complex duties, often in a lead capacity, those business activities necessary to support and maintain the related processing and record keeping elements in the Employment History and Payroll systems and subsystems as determined by collective bargaining agreements, side letters, legislation, and stakeholder direction.
  • Work closely with the Department of Human Resources (CalHR), the California State University (CSU) Chancellor’s Office, state departments/agencies, and other entities, to clarify business rules and processes.
  • Determine proper action with respect to maintenance of system table and file updates. Review system capabilities and make proposals on program modifications to implement updates.
  • Plan, organize, conduct, and track workload to ensure assignments are completed on a timely basis and to the required level of quality.
  • Develop detailed project/work plans,monitor and evaluate the progress of each project, determine corrective measures, and adjust the project/work plan as needed to implement solutions.
  • Maintain and update special system processing tables and requirements. Independently verify integrity of Payroll, Business Month and Non-Uniform State Payroll System processes to ensure accurate file accumulation and accuracy of system generated payments.
  • Maintain system table and file updates as well as archival documentation programs and libraries (include updating manuals and guides).
  • Analyze and review system capabilities and program modifications required to implement updates to develop alternative solutions, and present recommendations to management.
  • Perform business impact analysis and problem resolution, identifying key issues and recommended course(s) of action on all project priority, activity, and status.
  • Review and analyze proposed legislation and advise management on the impact or potential impact.
  • Prepare internal and external stakeholder communications.
  • Coordinate mass update and exception processes, determine business criteria, develop test plans, and perform user acceptance testing
  • Work with Personnel and Payroll Operations bureau staff to implement changes and system related cleanup activities.
  • Research, review, and develop business process guidelines and procedures.
  • Participate in the strategic and work efficiency initiatives, representing the department and division on inter- and intra-departmental task forces.
  • Participate in developing bureau/division strategic goals/objectives to ensure policies and procedures support the efficient operations of Employment History and Payroll systems and subsystems and reporting compliance.
