POSITION SUMMARY

Under general supervision, performs activities and monitors contract compliance policies and procedures related to the Authority's Disadvantaged Business Enterprise (DBE) and Labor Compliance Programs.

Qualifications

PRIMARY RESPONSIBILITIES

  • Assists in monitoring DBE contract compliance.
  • Aids with DBE goals setting, evaluation of bids, and the compliance in achieving set goals.
  • Evaluates procurement materials to determine compliance with DBE goals.
  • Monitors, investigates, reviews and makes recommendations regarding prime, sub and sub-tier contractor efforts to achieve compliance with applicable federal, state and local legislation pertaining to DBE/Labor requirements.
  • Conducts onsite visits to construction work projects to verify and report on compliance with contract specifications and requirements, including compliance with applicable regulations.
  • Preparation of Construction Related Certified Payroll statistical analysis report demonstrating economic impact by ethnicity, gender and trade classification.
  • Assists with the preparation of statistical reports, tabulations and charts as needed for the DBE attainments required by the FTA and CTA.
  • Participates in outreach activities to recruit potential DBE's for the program in an effort to increase DBE contracting opportunities and the pool of available DBE firms.
  • Performs related duties as assigned.

  • Keeping abreast of all federal program regulations, changes, and challenges to ensure federal funding is maintained and in compliance with USDOT mandates.
  • Educating customers about the importance of the DBE program.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor's Degree in Business, Public Administration, Marketing or a combination of education or related experience.
  • Must possess a valid State of Illinois Driver's License.

PHYSICAL REQUIREMENTS

  • Requires sitting for extended periods of time, standing, visual acumen, manual dexterity and fingering for working with computer keyboards.
  • Requires navigating through construction sites to perform site visits under usual construction conditions.

  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Working knowledge of applicable laws and regulations.
  • Working knowledge in accounting, finance, tax, credit analysis, procurement, contracts, or construction practices and principles is preferred.
  • General knowledge of the methods and techniques of financial analysis.
  • General knowledge of the methods and techniques of contract reviewing.
  • General knowledge of the needs and concerns of participants in the DBE program.
  • Good oral and written communications skills and organizational skills.
  • Good interpersonal skills in dealing with external groups and/or organizations.
  • Intermediate computer skills applicable to this position, i.e., related database software, technical reporting, and statistical analysis.
  • Good customer service skills.
  • Ability to develop and coordinate informational meetings on DBE/EEO programs.
  • Ability to plan and participate in outreach activities.
  • Ability to work independently.
  • Ability to work with sensitive information while maintaining strict confidentiality.
  • Ability to work collaboratively with other operational departments i.e., Law and Purchasing Departments.

WORKING CONDITIONS

  • General office environment.
  • Occasionally required to travel to various work locations within the Chicago Metropolitan Area outside of standard office hours.

EQUIPMENT, TOOLS, AND MATERIALS UTILIZED

  • Personal computer and related software (Microsoft Word, Power Point, Excel); B2GNow & LCPtracker and other reference materials as needed.
  • Standard office equipment.
  • Automobile.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
