$61,733.50 - $77,166.85

Job Details:

Under general supervision, manage grounds maintenance contractual services for the City to ensure compliance with performance standards and contract specifications; manage the inspection of major thoroughfares to address overall aesthetics, litter, blight, deteriorated or damaged public infrastructure such as sidewalks, curbs and streetlights, and violations of City Ordinances.

ESSENTIAL JOB FUNCTIONS:

  • Coordinate the work of contractors and City staff and departments for the best utilization of available resources.
    • Examine and assess work in progress and resolve work problems.
    • Establish work standards and provides guidance and training to subordinates and contractors daily.
  • Write and review contract specifications based on current industry standards; ability to perform all aspects of the municipal bidding process.
  • Respond to complaints/reports, of blight, litter, illegal dumping, and ordinance violations on public right-of-way, medians, and City streets, occasionally address issues on private property.
  • Develop, monitor, and analyze performance measures including related to inspection activity and outcomes achieved.
  • Assist with annual operating budget and expenditures for labor, supplies, equipment, utilities, contracts, and projects.
  • Review and process contract invoices using the City’s financial management system to administer and monitor grounds maintenance contracts.

OTHER JOB FUNCTIONS:

  • Investigate property histories by working closely with departments.
    • Use the City's mapping software to determine property addresses, boundaries, and ownership.
    • Use City software systems to address citizen complaints and requests for service.
  • Assist in development and implementation of maintenance management systems.
    • Manage a work order management system, including all phases of a large comprehensive database.
    • Plan, schedule, coordinate, and monitor work to accomplish departmental objectives.
  • Make recommendations and assist department managers in developing goals, objectives, policies, procedures, and work standards for the division.
  • Communicate with other City departments, governmental entities, citizens, and outside organizations to answer questions, solve problems, and provide any necessary information.
    • Write clear and concise memos and reports with narrative and/or numerical data.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of municipal contract requirements, including but not limited to, development, bidding, bid award, implementation, inspections, punch lists, proceeds, and default notices.
  • Knowledge of procurement procedures at federal, state, and local governmental levels.
  • Knowledge of forestry, arboriculture principles, landscaping, chemical application, plant material, soil preparation, and fertilizers and their use.
  • Knowledge of trees, plants, insects, diseases, pesticides, and treatments.
  • Knowledge of materials, care, and use of tools equipment used in tree removal, trimming, spraying, general tree care, and grounds maintenance equipment.
  • Knowledge of purchasing and inventory control principles and procedures.
  • Knowledge of project management skills and the ability to resolve complex problems and issues.
  • Knowledge of effective supervisory practices.
  • Knowledge of customer service standards and procedures.
  • Ability to work in both indoor and outdoor environments.
  • Ability to work outdoors and withstand extremes of weather and temperature.
  • Skill in using PC Software including current Microsoft Office Suite of applications.
  • Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
  • Skill in preparing professional level reports, memoranda, letters, etc.
  • Skill with organization and attention to detail.
  • Skill in analyzing and evaluating policies, procedures, services, and facilities in order to develop recommendations for improvement.
  • Skill in communicating with customers, city employees, and officials by oral or written means.
  • Skill in directing and supervising the work of subordinates.
  • Skill in working from drawings, blueprints, plans and specifications.
  • Skill in working in a team atmosphere and participating on a variety of departmental and City-wide committees to enhance the provision of all City services.
  • Ability to establish and maintain effective working relationships with subordinates, peers, and management within the city, as well as volunteer organizations and citizens.
  • Ability to perform a variety of physical activities, including but not limited to, seeing, calculating, writing, and walking.
  • Ability to operate a motorized vehicle.
  • Ability to receive detailed information through oral and written communication.
  • Ability to exercise discretion and independent judgment.
  • Ability to prepare budgets, financial records, and reports, etc.
  • Ability to supervise and train staff, including organizing, prioritizing, and scheduling work assignments at multiple facilities.
  • Ability to foster a cooperative work environment with multiple crews, reporting sites, internal divisions and external user groups.
  • Ability to manage and coordinate the work of technical consultants and/or contractors.
  • Ability to lift or exert forces equivalent to lifting up to 75 pounds.
  • Ability to work a flexible work schedule including evenings, weekends and holidays, as needed.
  • Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
  • Ability to work independently under general instructions.
  • Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
  • Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.
  • Ability to prioritize deadlines and tasks.
  • Ability to learn new systems and procedures quickly.
  • Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
  • Ability to understand mathematical calculations involving fractions, percentages, and decimals.

PREFERRED QUALIFICATIONS:

Qualifying Education and Experience:

  • Associates degree in Business Administration, Park Administration, Horticulture, Landscape Architecture, Forestry, or a related field.
  • 2 years related experience or any equivalent combination of education and/or experience.
  • 1 year supervisory experience in park or landscape maintenance required.
  • Possession of a Valid Texas Class C Driver’s License

Preferred Education and Experience:

  • Bachelor's degree preferred.
