Special Projects Manager

The Director’s Office is seeking a passionate, goals-oriented professional to join our team as Special Projects Manager. The civil service title for this job is Project Coordinator. The Special Projects Manager will report directly to the MOCAP Director and supervise a staff person focused on the implementation of Complete & Green Streets and Cleveland’s trail program. This person will primarily manage citywide priority projects assigned to the Mayor’s Office of Capital Projects. The role includes the management of certain planning and design projects and support of project engineers through project planning, design and implementation. It also includes the oversight of Complete & Green Streets and the City of Cleveland’s trail program.Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.A High School Diploma or GED is required. A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.Additional Department Duties
The ideal candidate will have a cross-section of engineering, planning, and project management skills. The Special Projects Manager will have direct communication with clients and stakeholders. This position requires outdoor site visits as needed.
Essential functions include:
  • Lead the department’s strategy for priority infrastructure projects;
  • Guide the implementation of the new community engagement strategy on major roadway projects;
  • Manage and oversee any staff focused on departmental priorities such as Complete & Green Streets and trails implementation;
  • Manage contracts and coordinate consultants through design, construction, and close-out of priority infrastructure projects;
  • Incorporate special initiatives (TLCI/safety/Complete & Green Streets recommendations) into the design of infrastructure projects;
  • Establish project budgets and schedules for priority projects;
  • Review design drawings and coordinate internal and external reviews with appropriate staff as needed;
  • Identify and pursue grants opportunities;
  • Strategize capital planning for priority projects to align with broader departmental goals and needs;
  • Coordinate with state and federal funding entities as appropriate;
  • Assist with long-range planning efforts;
  • Coordinate with internal and external partners including but not limited to Engineering & Construction, Traffic Engineering, City Planning, Greater Cleveland RTA, the Northeast Ohio Areawide Coordinating Agency, the Ohio Department of Transportation, Cuyahoga County, and Community Development Corporations;
  • Deliver presentations at Cleveland City Planning Commission, public meetings, and other internal/external bodies as needed;
  • Respond efficiently and professionally to requests for information from City residents, stakeholders, and other City departments.
Preferred Qualifications
We are seeking a highly motivated, organized professional with a positive attitude who will enjoy improving the city of Cleveland and enhancing Cleveland’s built environment.
Applicable college or university degree fields include engineering, real estate, city planning, landscape architecture, architecture, and environmental sciences.
Preference to candidates who have:
  • five years of professional experience in a related field;
  • direct experience with contract management and project implementation on trail or road infrastructure projects;
  • experience with project management and strong familiarity with ODOT’s Project Development Process;
  • experience with the National Environmental Policy Act (NEPA) process;
  • excellent verbal and written communication skills;
  • experience managing staff;
  • expertise using and understanding design drawings, right-of-way plans, and surveys;
  • experience with real estate transactions for roadway or trail projects;
  • experience providing direct project leadership, building relationships and identifying future needs and opportunities;
  • knowledge of governmental budget and reporting process;
  • experience leading and/or facilitating public meetings;
  • experience obtaining grant funding for infrastructure projects;
  • direct experience analyzing data and processes, making recommendations, presenting conclusions and analysis clearly and concisely, and gaining input and consensus from stakeholders within City government and among external parties;
  • excellent data management and record keeping skills.

Salary : $75,000 - $95,000
