What are the responsibilities and job description for the Civil Engineer I or II position at City of Jefferson?

The City of Jefferson is currently accepting applications for a Civil Engineer I or II for our Public Works Department. This position works under the general supervision of the City Engineer and is responsible for administering the City’s stormwater and floodplain management programs and the City’s Land Disturbance Permit. Work includes the drafting of, ensuring compliance with, and reporting related to the City’s MS4 permit, the administration of the City’s floodplain code and issuance of floodplain development permits, and ensuring the development of site specific SWPPPs and the tracking and reporting for the City’s Land Disturbance permit. This position will also collect and catalog stormwater related complaints and respond to citizen inquiries pertaining to the same. Provide technical assistance to other city departments and outside consultants ensuring consistent adherence to all relevant City, State, and Federal codes and standards.
Develop, implement, present, and track public education and outreach programs including the distribution of educational materials and outreach activities focused on the impacts of stormwater discharges on water bodies and steps to reduce pollutants in stormwater runoff.  
Develop, implement, and maintain a comprehensive public participation program that provides opportunities for public participation in the development of the City’s stormwater management program.

Maintain a program to detect and eliminate illicit discharges. This function shall include the upkeep and maintenance of a stormwater outfall map and dry weather screening of said outfalls; the maintenance of procedures for tracing the source of an illicit discharge and procedures for eliminating the source of the discharge.

Implement, maintain, and ensure a program to reduce pollutant runoff from construction activities. This function includes coordination of inspections of construction and land disturbance sites for compliance and the development of tracking and reporting for the same.

Continue, implement, and ensure a program to address the quality of long-term stormwater runoff from new development and redevelopment sites. This function will include assistance with review of proposed developments relating to impacts from stormwater runoff and participate in predesign, design review, and preconstruction meetings with staff, engineers, contractors, developers, and others.

Develop, maintain, and utilize an employee training program for municipal operations staff.

The intent of the program being the reduction of stormwater pollution through education and instruction on good housekeeping practices.

Be the lead on all regulatory issues related to stormwater, stay abreast of all changes to federal, state, and local laws that may impact the stormwater program and recommend changes to align the stormwater program or City Code with current or updated laws and regulations.

Provide for, or coordinate, all required inspections, document retention, research, and reporting related to the City’s MS4 permit and be the lead in the preparation and drafting of the renewal application and in the writing of the stormwater management plan.
Investigate complaints concerning stormwater infrastructure and stormwater runoff, categorize and catalog complaints to assist with the prioritization of potential in-house and capital improvement projects, and answer questions and provide information to the public and other agencies pertaining to the same.

Review construction and building plans for compliance with floodplain regulations, issue permits for development in the community’s floodplain and enforce the requirements of the City’s flood plain code.

Conduct substantial improvement/substantial damage evaluations related to floodplain development applications.  

Explain floodplain development requirements to community leaders, developers, and citizens. Respond to citizen inquiries, investigate concerns, answers questions, make presentations, and present the City’s position in a timely, clear and concise manner.

Maintain records and documents that keep the community eligible to participate in the FEMA’s NFIP and Community Rating System (CRS).

Maintain community floodplain management files, the Flood Insurance Rate Map (FIRM) files, the City of Jefferson floodplain management program documents, building permits, variances, FEMA map revisions (LOMC’s), and elevation certificates.

Maintain the Community Floodplain Management Reference Library.

Review and provide comment on revisions to the community’s Flood Insurance Rate Maps (FIRM’s).

Function as the community representative for floodplain management studies, plans, and mapping activities initiated by Federal and State Agencies.

Assist and cooperate with FEMA and State Floodplain Manager representatives during Community Assistance Visits (CAV) and other floodplain management program actions for coordination.

Advise and provide technical assistance to city departments and agencies pertaining to floodplain and floodway regulations.  

Assist with updates and maintenance of the City’s flood action and evacuation plan.

Physical: Ability to withstand extreme weather conditions; traverse rough terrain on construction sites, while working near creeks, ditches, manholes, culverts, storm drains, and traffic on City streets. 

Mental: Ability to retain and recall large amounts of technical information and effectively communicate with the public.

Education/Experience Qualifications
Requires an accredited Bachelors' degree in Civil Engineering, Environmental Sciences, Floodplain Management, Hydrology/Hydraulics, or closely related field or any acceptable equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Fluency in the use of geographic information system (GIS) software and AutoCAD drafting software preferred.

Possession of, or ability to acquire a Certified Floodplain Manager (CFM®) certificate preferred.
This position works Monday – Friday from 7:30AM to 4:30PM and may be required to attend scheduled meetings outside of normal business hours.

Salary : $57,151 - $85,727
