What are the responsibilities and job description for the SANITATION INSPECTOR I position at City of Miami?

Employees in this class receive complaints and perform inspections and investigations to determine compliance with waste service rules and regulations. Duties require the use of considerable judgment and tact in explaining and interpreting regulations to property owners and occupants of residential and commercial establishments and decision making involving regulatory control of commercial and residential properties as required by the City Code. Duties include daily surveillance and inspections to secure compliance pertaining to illegal placement of garbage cans, trash, and debris on right of ways.
Supervision is received from a superior who reviews work through inspection reports for accuracy and conformity with the City Code and departmental policy.
Performs field inspections and surveillance in an assigned sanitation district to detect violations of regulatory waste rules and regulations.
Conducts preliminary screening of public complaints or requests. Acts on routine matters not requiring attention of a supervisor, and when necessary prepares case for enforcement through court action.
Investigates complaints from various sources pertaining to lot cleaning problems and conditions. Makes inspections of conditions which are alleged to constitute a menace to health or welfare by the unlawful accumulation of debris, rubbish, trash and stagnant water, or a dense growth of trees, vines and underbrush on any lot within the City limits. Determines the extent of validity of each complainant and, if found to be in violation of any relevant ordinances, attempts to secure compliance on the part of the owners with provisions of lot cleaning regulations.
Investigates complaints from various sources pertaining to alleged violations of abandoned property ordinances. Follow through to secure compliance by owner of property and obtaining voluntary compliance or initiating necessary legal action to secure proper disposal.
Prepares and serves notices to remove existing violations; writes citations and files misdemeanor charges in cases of failure to remove a violation and testifies at hearings or in court as complaining witness as required.
Prepares written investigative field reports of violations for submission to supervisor together with detailed summary of daily activities.
Works with property owners and architects on new construction to assure that proper facilities are provided to accommodate waste disposal in accordance with sanitation ordinances.
Helps coordinate inspection and surveillance activities with Waste Division operational supervisors to correct deficiencies on the part of the garbage and trash collection crews.
Meets with complainants, individuals, or civic groups for the purpose of rectifying any misunderstanding concerning lot cleaning or rubbish and garbage problems.
Performs other related work as required.
A minimum of 60 college credits and two (2) years experience in difficult public contact work related to conducting inspections, processing building plans, reviewing plans or processing code enforcement, building, zoning, or business tax receipt inspection documentation.
A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and maintained valid throughout employment.
A Florida Association of Code Enforcement F.A.C.E. Level 1 (one) certification will be required before the end of the employee’s probationary period and must be maintained current while employed in this classification.
OR
Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.
SPECIAL REQUIREMENTS:
Employees in this classification will be required to work various shifts, to include nights, holidays and weekends on a regular basis.

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:
- An accredited four-year college or university in the United States, OR
- A current member of the National Association of Credential Evaluation Services (NACES), OR
- A current member of the Association of International Credential Evaluators (AICE), OR
- A recognized Professional Organization
