THIS RECRUITMENT IS RESTRICTED TO CITY OF MIAMI EMPLOYEES ONLY.
Administrative work in the investigation, interpretation and execution of regulatory codes and ordinances. Duties include specialized field inspectional and supervisory work, coordinating the work of subordinates engaged in enforcing abandoned property, rubbish, garbage and/or lot cleaning ordinances/rules and regulations. Employees in this class are responsible for obtaining compliance with the City Code governing storage, collection and disposal of solid wastes by residential and commercial property owners and tenants.
Supervises and assists subordinate Sanitation Inspectors in the investigation of violations of waste regulations on local public sanitation codes, health department requirements, departmental regulations and , and in enforcing the laws and regulations of the City Code governing abandoned property and lot cleaning, or rubbish and garbage disposal and collection.
Assists others regarding City's laws, ordinances, rules, and regulations which pertain to rubbish garbage and recycling.
Assists in scheduling of personnel to provide adequate coverage of assigned districts or territories.
Trains subordinate and issues instructions on changes in laws or policies.
Reviews reports, requests and complaints from various sources pertaining to sanitation concerns and conditions; divides complaints into geographical sections of the City or future inspection or investigation.
Makes inspections or supervises the inspection of conditions which are alleged to constitute a menace to health and welfare by the unlawful-accumulation of debris, garbage, recycling, and bulky trash within the City limits.
Assists in determining the validity of complaints and, if violations of any relevant ordinances are found, issues notices to property owners requiring them to correct such violations within a specified time. When notices are ignored, takes whatever action, considered necessary to effect a legal settlement of the case.
Obtains bids from lot clearing contractors when property owners refuse to clear their own lots; recommends the name of the most eligible bidder. Supervises the actual cleaning, and recommends final payment to the contractors when all requirements have been met.
Explains regulations to the general public. Advises the public on methods of resolving particular problems to assure compliance with regulations.
Evaluates and rates employee performance.
Works closely with the Zero Waste and recycling division to educate the community in issues of illegal dumping, recycling opportunities, and duties.

Prepares proposals with ways to enhance current code compliance practices and internal policy.
Meets with complainants, individuals, or civic groups for the purpose of rectifying any misunderstanding concerning lot cleaning or rubbish and garbage problems, or to explain and interpret the provisions of the various City laws, ordinances; rules and regulations which pertain to lot cleaning.
Functions as the acting Chief Sanitation Inspector during his/her absences, as assigned by Department Director or designee.
Performs other related work as required.
- A minimum of 60 college credits
- Considerable four (4) years experience in difficult public contact work related to complaints, inspections and/or code administration.
- Two (2) years supervisory experience is preferred.
- A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, (See "Note and Documentation Sections" below).
- A Florida Association of Code Enforcement F.A.C.E. Level 1 (one) certification is required at the time of application and A F.A.C.E. Level 2 (two) certification will be required before the end of the employee's probationary period and both certifications must be maintained valid while employed in this classification.

- Equivalent combination of education and experience beyond a High School Diploma or its equivalent and two (2) years of the required experience stated above..

- Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
- To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
- A valid Driver's License from any state (Equivalent to a State of Florida (Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment.
- A Florida Association of Code Enforcement F.A.C.E. Level 1 (one) certification is required at the time of application and A F.A.C.E. Level 2 (two) certification will be required before the end of the employee's probationary period and both certifications must be maintained valid while employed in this classification.
Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

- A current member of the National Association of Credential Evaluation Services (NACES), OR
- A current member of the Association of International Credential Evaluators (AICE), OR
- A recognized Professional Organization
