The Position
Job Appointment: Regular, limited duration. Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.
Work Schedule: Monday – Friday, 8am – 5pm. Occasional evenings and weekends as required and with advanced notice.
Work Location: The current schedule for this position is hybrid. Employees are expected work on site 50% of the time. The City is reevaluating a return-to-office (RTO) policy which could change in-person requirements with notice. The hiring manager for this position will have more up to date information at the time of all verbal/contingent offers. In-person work is to be conducted at 2712 N. Mississippi, Portland OR. Position Summary
This position will serve as the project manager for the Safe Blocks Program’s for place-based Community Violence Intervention (CVI) making work funded by a recently awarded Federal Byrne Grant. The Safe Blocks Program (SBP) operates within the Office of Violence Prevention and works with communities to support community-led placemaking projects & events intended to contribute to safer neighborhoods and more connected communities.
This position will project manage a large-scale pilot to address gun violence in Portland by pairing geographic data on hot-spots with the tools of place-based CVI to “lower the temperature” of an area, reducing death and injury, and increasing overall wellness in the community. Work will be concentrated in 3 neighborhoods: Eliot, Hazelwood, and Powellhurst-Gilbert. This position will also serve as subject matter expert on the Byrne Grant and assist in administering and managing this grant. The Project Manager will collaborate with Safe Blocks Coordinators to develop communication, engagement, and ideation strategies with local organizations, identify opportunities to improve safety with modifications by modifying or activating the physical environment. These projects could include the installation of playgrounds or other community gathering spaces, vacant lot remediation, and/or traditional CPTED interventions to improve traffic flow, pedestrian safety, lighting needs, and access control.

- Experience planning, designing, and managing spaces to enhance their vitality, encourage social interaction, reduce crime and foster a sense of belonging (placemaking).
- Experience managing projects, tracking budgets, and ensuring compliance with project or program requirements (e.g., permitting, reporting, other requirements).
- Ability to facilitate programs and activities, fostering inclusive and equitable community participation.
- Ability to manage an RFP process, including evaluating proposals and managing grantees and contractors.
- Ability to analyze, interpret explain and apply relevant local, state and federal laws, regulations and policies that guide the funding.
- Ability to communicate effectively, both verbally and in writing and the ability to establish and maintain effective working relationships with internal and external stakeholders.
- Bachelor’s degree from an accredited college or university in management, finance, accounting, business administration, public administration, or a related field.
- Two (2) years of professional and responsible experience performing analytical or related work in a public agency.
