Position Summary:

A contracted position responsible for presiding over civil code compliance cases filed by Building Safety, Neighborhood Services Code Compliance, Planning and Zoning, and other Departments. Must be familiar, or willing and able to become familiar with, applicable City Codes and apply those Codes to cases brought by the various Departments to enforce compliance through Public Hearings

Essential Duties:

  • Conduct public hearings on violations of City Codes and Ordinances.
  • Advise defendants of their rights and obligations.
  • With thorough understanding of hearing officer procedures, make fair and impartial decisions on assigned cases, according to Arizona Statutes, applicable Court Rules, City Zoning Code, , Building Code , Sanitary Code, Fire Code, and other Statutes and Codes as may be applicable.
  • Appraise factual situations and make appropriate decisions promptly and in accordance with law.
  • Maintain absolute confidentiality of confidential work-related issues, confidential records and restricted information.
  • Perform other related duties as assigned.

Qualifications:

Education and/or Experience:

  • Prior experience as a Hearing Officer highly desirable.
  • Experience in municipal or public law is highly desirable.
  • Experience with the Arizona Riles of Procedure in Civil Traffic, Boating, Marijuana, and Parking and Standing Violation Cases highly desirable.
  • College degree highly desirable.

Knowledge, Skills, and Abilities:

  • Knowledge of Arizona State Statutes and City ordinances.
  • Ability to pay attention to detail.
  • Communicate effectively verbally and in writing to audiences of various social, cultural, ethnic, educational and economic backgrounds.
  • Ability to multi-task.

Physical Demands and Working Conditions:

  • Work is performed in a standard City office environment.
  • Safely operates a variety of standard office equipment including a computer, telephone, calculator, copier, and fax machine requiring continuous and repetitive arm, hand, and eye movement.
  • Clearly, concisely, and effectively communicate both in person and over the telephone.
  • Mental Acuity - ability to make rational decisions through sound logic, deductive reasoning.
  • Speaking - expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.

Successful candidate will receive a post-offer, pre-employment background screening to include:

  • Drug screening
  • Motor vehicle records check
  • Criminal background screening
