Position Summary:
Under the general supervision of the Transportation Manager/City Traffic Engineer this position performs technical and skilled paraprofessional traffic engineering work involving signing and marking, street lights, traffic studies and surveys, construction barricading & traffic control, and traffic signals.
Distinguishing Characteristics:
This position has no supervisory responsibilities. Under direct general supervision, this job class is expected to exercise independent judgment in the disposition of daily activities.
Essential Duties:
- Receives, investigates, and prepares reports of service requests from the public and other sources addressing vehicle, bicycle and pedestrian conditions and problems
- Prepares work orders for traffic sign installation and street striping
- Reviews development plans to ensure conformance with City traffic standards
- Assists with the planning and design of streets and driveways for the safety, control, and flow of traffic
- Computes and analyzes data gathered from field studies of traffic counts, volume analysis, accident analysis, parking studies, capacity analysis of signalized intersections, neighborhood speed studies, and citizen surveys
- Perform general transportation research activities and assist the professional staff in responding to citizen issues and concerns
- Promote bicycle and pedestrian trips within the City and seek grants and other funding opportunities for education and facility improvements
- Demonstrate continuous effort to improve operations, decrease turnaround times, and streamline work processes, and work cooperatively and jointly to provide quality customer service
- Coordinate public works and traffic engineering activities with other city departments and outside agencies and represent the Public Works Department at a variety of meetings
- Responsible for planning and directing the collection of traffic data, oversee data collection form and content, review and analyze data collected and collision data provided from Police, and prepare a variety of traffic engineering and safety reports
- Receives, investigates, and prepares reports of service requests from the public and other sources addressing vehicle, bicycle and pedestrian conditions and problems
- Designs and develop traffic mitigation solutions to improve safety, and improve traffic efficiency
- Review, analyze and develop traffic signal plans and strategies using analysis software (Synchro) to improve city-wide traffic signal operations
- Identify and explain traffic impacts for developer proposals; participate in plan check review and processing of plans
- Reviews, processes and approves private development and CIP engineering plans, affecting city streets and traffic control devices
- Participates in the Pre-Application Conference review. Prepares written requirements for traffic and other infrastructure needs associated with private development projects, as needed
- Coordinate, and attend the Pedestrian, Bicycle and Traffic Advisory Committee (PBTAC) monthly meeting, and other public meetings for capital improvement projects, as needed
- Coordinates and/or resolves questions and concerns from the public and represents the City at internal and external meetings involving traffic items, all while working in a self-motivated manner or upon direction by the Transportation Manager/City Traffic Engineer
- Performs other duties as assigned
Qualifications:
Education and/or Experience:
Equivalent to two (2) year post-high school class work in civil engineering or traffic signal systems and operations, and three (3) years experience in paraprofessional traffic engineering work within the past five (5) years. Any equivalent combination of education, experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position will be considered.
Licensing, Certification, and Other Requirements:
Possess a valid Arizona driver's license or ability to acquire one within three (3) months of hire. Bachelor Degree in Civil Engineering, Traffic Engineering or a related field and/or registration as an Engineer in Training (EIT) certification a desire.

- Knowledge of current literature and research in the traffic engineering field such as the Manual on Uniform Traffic Control Devices (MUTCD), and the AASHTO Green Book
- Skill in recognizing hazards within street rights-of-way
- Skill in preparing written communications for administrative and technical purposes
- Skill in oral communication in one-on-one and group situations, utilizing public relations techniques in responding to inquiries and concerns
- Skill in establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, vendors and suppliers, and City residents
- Skill in organizing, prioritizing, and accomplishing work within required timeframes
- Skill in reading, interpreting, and applying plans, specifications, codes, and regulations

- Safely operates required equipment and City vehicle as needed
