This position is responsible for assisting in managing the operations and administration of the Water Utility Department. The incumbent in the position will provide direct support to the Division Director and assist with the Water Utility’s planning including but not limited to: project planning with implementation, design, budgeting, asset management, attending Inter-County meetings as directed, and preparation/presentation of monthly agenda items for the Board of Commissioners and other related projects.
Work requires intermittent sitting, standing, walking, bending, stooping or crouching, and the occasional lifting of light objects weighing up to 25 pounds.
Work is typically performed in an office setting, however, on occasion, the incumbent may be exposed to inclement weather, heat, dust, chemicals and machinery with moving parts.
The position assists the Director with direct supervision over the Water Utility Engineering Department and Damage Prevention.
NATURE AND SCOPE
This position affects the operation of the entire Water Utility Department. Effective performance in this position results in safe drinking water, safe disposal of sewer wastes and the minimization of water pollution.
Guidelines include state and federal water and sewer laws and regulations, accepted trade practices, as well as local ordinances, policies and procedures. Some guidelines are clear and specific while others may require interpretation such as when regulations conflict.
Contacts are typically with personnel from other county departments, the general public, real estate developers, federal, state and county officials, attorneys, engineers and departmental personnel.
PRINCIPAL ACCOUNTABILITIES
Manages the general operations of the Engineering Department, Damage Prevention, and assists the Director with the oversight of operations of the water and sewer system including maintenance, operations, fiscal, administrative and personnel activities; and assesses the work of subordinates.
Assists the Director with the development of long and short-range plans for both water and sewer system improvement and expansion.
Assists the Director with reviews and making recommendations to the Board of Commissioners concerning engineering and construction bids; reviews and approves plans as well as in-progress construction; ensures prompt and proper payment for engineering and construction activities.
Assists the Director with responses to county commission’s requests for special studies and reports including the drafting or ordinances and recommendations for an appropriate rate structure.
Assists the Director to ensure water and sewer system’s compliance with various state and federal regulations.
Assists the Director with the most serious or complex customer complaints.
Assists the Director with schedules for monthly investments; ensures that all bond requirements (e.g., monthly payments, insurance, etc.) are met.
Performs other related duties as assigned.

TRAINING AND EXPERIENCE
Engineering degree from an accredited college or university is required. Applicant must be a licensed Professional Engineer in the state of Georgia or in another state with the ability to obtain a Georgia license within 6 months. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require 3 to 5 years of experience. Possession of or ability to readily obtain a valid driver’s license.
