Business Development Specialist – Government/Emergency Response Staffing
We have an exceptional opportunity available for a proven Business Development Specialist in the emergency relief space to drive our thriving Emergency Response staffing division. This important role will focus on developing relationships with government agencies and disaster response organizations on a Federal, State and City/Local level; identifying new business opportunities; and then creating tailored staffing solutions for natural and human created disasters, public health crises and humanitarian relief efforts. As the primary driver of business growth, you will play a key role in expanding our network and solidifying our presence as a reliable staffing solution for any emergency staffing need.
Job Responsibilities:
Market Development:
- Conduct market analysis to understand staffing trends, workforce requirements, and the competitive landscape in crisis response and recovery.
- Develop a comprehensive business development strategy to grow our placement services, targeting government, non-profit, and private sector clients.
- Identify and pursue new business opportunities, generally within government agencies or with private disaster response practices at the Federal, State and City/Local level, for relief/emergency staffing and placements.
Proposal & Contract Management:
- Identify appropriate RFP opportunities from government, non-profit or for-profit entities
- Lead proposal development efforts including bid management, pricing strategies, and compliance.
- Ensure timely submission of proposals and contracts, working closely with marketing and finance teams to meet all timetables.
- Track and report on contract performance and client feedback, utilizing insights to improve future proposals and placements.
Solution Development:
- Collaborate with internal teams to develop flexible, scalable staffing models that address short-term and long-term client requirements.
- Work closely with recruitment and HR teams to ensure timely deployment of qualified personnel in response to client needs.
- Develop and present tailored proposals that showcase our ability to rapidly source and place skilled personnel in high-demand environments.
Client Relationship Management:
- Build and maintain strong relationships with key stakeholders, including government emergency management agencies, healthcare providers, and disaster response organizations.
- Serve as a trusted advisor, understanding client staffing needs and providing customized placement solutions for disaster response and recovery efforts.
- Conduct regular check-ins with clients to ensure satisfaction, understand ongoing needs, and identify potential areas for additional support.
Qualifications:
- Minimum 5 years of experience in business development, with a focus on emergency management or relief services.
- Understanding of government agency structure.
- Bachelor's degree in a related field; master’s degree preferred.
- Proven track record of building and managing client relationships and securing new business in staffing, recruitment, or placement services.
- Knowledge of the disaster response and relief industry, including key clients, trends, and regulatory requirements.
- Strong presentation, negotiation, and interpersonal skills, with the ability to communicate effectively across diverse teams and clients.
- Ability to manage multiple priorities and deadlines in a fast-paced environment, with a commitment to responsiveness and client satisfaction.
- Willingness to travel as needed.
- Excellent organizational skills and attention to detail.
- A high degree of professionalism and ability to protect sensitive and confidential information.
- Ability to adapt to organizational and operational needs and lead people through change.
Preferred Skills:
- Experience with government contracts, including familiarity with FEMA, DHS, HHS, or other relevant agencies.
- Experience with staffing projects.
- Certifications in emergency management, human resources, or recruitment (e.g., CEM, SHRM-CP).
