Job Description and Duties

The Associate Governmental Program Analyst, will consider Staff Services Analyst, works with staff in the Office of School-Based Health Programs (OSBHP), other program units within the Division, Branch, and throughout the California Department of Education (CDE) to provide budget, programmatic, and fiscal support program activities.

Consults with the Education Administrator I (EA I), other OSBHP staff, Whole Child Division Director, and other leadership and staff across the CDE to support the implementation of projects. Works independently and collaboratively to support the OSBHP with grant budgets, accounts, and records, and evaluates for legal and fiscal compliance, ensuring that staffing, organization, and expenditures comply with state and federal regulations, policies, and procedures. Assists with the technical assistance on grant requirements; fiscal operations, including billing procedures; regional, district, and contract funding implications; and policies and procedures. Assists with the review of expenditure reports, grant payments, budget revisions, and budget amendments. Assists program staff with resolving administrative and fiscal review issues through analysis, and plans, reviews, and compiles the office reports.

Assists in annual fiscal reviews for the office. Prepares reports identifying noncompliance or possible audit exceptions. Imposes corrective action requirements. Helps with state program audits, including responses, revisions, policy development, and corrective actions, as needed. Assists program staff with managing multiple data systems to allocate, track, and report grant funding provisions.

Works collaboratively with the OSBHP staff in developing and preparing documents such as Requests for Applications and Continuing Applications. Disseminates information about the programs to a variety of audiences and administrators. Updates and monitors content on the CDE OSBHP web pages.

Assists OSBHP staff with issues relating to policy and legal constraints. Advises program staff on grant status and provides recommendations. Assists with written responses to state and federal reports. Assists in the interpretation of data and financial management systems and updates and redesigns fiscal reporting documents. Assists with the preparation of service agreements and contracts as needed. And performs other job-related duties as required.

Working Conditions

TELEWORK OPTION

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office. This position is remote-centered.

Hybrid refers to some working days in office and other days telework eligible.
