More About The Role
This position is part of the Compliance Team in the Water Quality Program. Our overall goal is clean water, and our team focuses on ensuring that municipal and privately owned industrial facilities are in compliance with the National Pollutant Discharge Elimination System (NPDES) Program and other applicable local, State, and Federal regulations. Our team inspects lift stations and works with multi-family communities to verify compliance with applicable local, State, and Federal regulations.
We administer the Water Quality Buffer Program for streams and lakes within Mecklenburg County and conduct buffer inspections in the City of Charlotte.
Our team is responsible for leading the Municipal Facility Monitoring Program, which includes sampling stormwater outfall discharges.
We work closely with our co-permittees and the City of Charlotte to complete municipal facility inspections, annual reports, and annual assessments.
The position will also serve as a Water Quality Emergency Responder, which requires 24/7 on-call duty approximately 2 to 3 weeks per year and whose primary function is responding to water quality emergencies and enforcing local water quality ordinances.
You will participate in our streamwalk program, which requires you to walk in various streams to look for pollution problems and to inspect stormwater infrastructure.
You will also respond to numerous citizen requests and environmental incidents involving potential pollution issues, such as spills and discharges, in our surface waters.
You will enforce local surface water regulations by conducting inspections and issuing Notices of Violation.
What Will i Be Doing
You will serve as the Program Lead of Mecklenburg County’s NPDES Municipal Separate Storm Sewer System (MS4) Phase II Program. As the Lead, you will review, organize, and compile data from other programs and prepare it for submittal to the State as part of our Annual Report. You will be responsible for confirming that the annual reports and annual assessments prepared by staff comply with and meet all requirements as stated in our NPDES MS4 Permit and Stormwater Quality Management Plan (SQMP). You will review and update on an annual basis the SQMP to ensure compliance with our Permit. You will be part of a team that conducts various types of Pollution Prevention and Good Housekeeping inspections. As such, you will also lead the Phase II Municipal Facility Inspection Program. This involves leading training (annually), reviewing inspection reports for accuracy (daily), implementing changes in inspection protocol (as needed), and completing a program report and assessment that are submitted to the State (annually).
Finally, you will serve as the Program Lead for the Water Quality Safety Program, which includes being a member of the Safety Committee, selecting and tracking employee safety training, creating and leading interactive activities, ordering personal protective equipment (PPE), updating and distributing safety manuals and programs, and providing resources and guidance to others. Any of the above activities may be conducted in adverse weather conditions with minimal or no supervision.

Works to ensure compliance with all laws, regulations, and standards regarding any of the following
program areas: air quality, solid waste facilities and programs, and storm water services.
Essential Functions
Monitor and conduct investigations for possible violations and resolves issues and/or questions
Report violations to the appropriate authority documents findings, and testifies in court if
necessary; and suspends or revokes permits if necessary
Provide community outreach and education; interact with residents, business groups, and
community groups and responds to them regarding issues or questions, problems or
improvements
Communicate with various agencies regarding compliance matters and reporting requirements
Oversee campaigns to promote environmental programs with communities or private companies
Prepare grant applications to fund environmental programs or program enhancements
Identify or investigate new opportunities for materials to be collected and recycled
Provide training internally and externally on topics such as safety, environmental practices, or
operations
Review customer requests for service to determine service needs and deploy appropriate
resources to provide service
Coordinate information and education resources for environmental programs with other
departments, municipalities, outside agencies, groups, and businesses
Compile reports on environmental programs and provide feedback and suggestions on how
existing programs can be improved
Design and implements process improvement projects and programs
Keep up-to-date on current environmental best practices and legislation
Serve as team lead that monitors the daily activity of environmental staff and programs
Prepare grant applications to fund environmental programs as directed
Use technical expertise to troubleshoot and monitor instruments, technology, or network
configuration
Assist with and develop technical specifications necessary for contracts and provide monitoring of
contracts with environmental components
Experience
Minimum Qualifications
Education
Minimum of five years of environmental experience.
Bachelor's degree in an environmental or scientific field.
