About the Role
MIRACORP, Inc. is seeking a detail-oriented Human Resources Specialist to provide advanced HR support to the U.S. Department of Energy in Idaho Falls. This role requires deep knowledge of federal HR laws, benefits programs, and OPM regulations. You will provide expert level counseling on federal benefits, support complex personnel actions, prepare advanced HR analyses, and advise leadership on HR compliance and policy matters.

Essential Functions
Advanced HR Support
- Maintain personnel files and HR documentation
- Support onboarding and offboarding processes
- Prepare advanced HR reports, briefings, and data analyses
Federal Benefits & Retirement Counseling
- Provide expert guidance on FEHB, FEGLI, FERS, TSP, CSRS, FECA/OWCP
- Conduct retirement and benefits counseling for employees
Complex Personnel Actions
- Support sensitive or complex actions including RIF, severance, and special cases
- Interpret and apply OPM regulations and DOE HR policies
- Manage sensitive personnel records and federal HR information systems
Leadership & Compliance Support
- Advise leadership on HR issues, compliance requirements, and regulatory changes
- Ensure accuracy, confidentiality, and adherence to federal HR standards
- Bachelor’s degree and 5 years of specialized federal HR experience OR Associate’s degree 7 years OR 9 years of direct HR experience
- Expert knowledge of federal HR laws, regulations, and OPM policies
- Strong analytical, counseling, and presentation skills
- Experience with federal HR information systems (CHRIS, DOEINFO, or similar)
- Ability to advise leadership and manage complex HR issues
- SHRM-CP, SHRM-SCP, PHR, or SPHR
- DOE or federal agency HR experience
