Northwestern Counseling & Support Services (NCSS) is seeking a strategic and systems-minded Cost Reporting Analyst to help us bridge the gap between financial data and program impact. In this vital role, you won’t just crunch numbers—you’ll connect them to purpose.
As a key member of our Finance and Operations team, you’ll lead the charge in preparing and submitting State and Federal cost reports that are both accurate and compliant. Your work will strengthen the financial health of our agency, inform critical decisions, and support service delivery across Franklin and Grand Isle Counties. With a particular focus on the Certified Community Behavioral Health Clinic (CCBHC) model, this role is central to advancing our mission of high-quality, community-based care.

Key Responsibilities:
- Lead the preparation and timely submission of annual State and Federal cost reports.
- Analyze agency costs against PPS reimbursement rates, identifying trends and gaps.
- Serve as the in-house expert on the Code of Federal Regulations (CFR) and cost reporting standards.
- Partner with leadership during the annual budgeting cycle to ensure regulatory alignment.
- Present CCBHC-specific financial and performance metrics in divisional finance meetings.
- Ensure accurate allocation of costs and revenue across programs by understanding service lines and funding streams.
- Collaborate with teams across accounting, billing, HR, and analytics to ensure data accuracy and reporting integrity.

Hiring rate is based on experience, education, and internal equity. Final compensation will be determined in accordance with NCSS policy and applicable laws.
Qualifications
Bachelor’s degree; or equivalent combination of related education, training, and experience such as relevant certificate from college or technical school.
Salary : $26 - $29
