Position Summary: Under the general direction of the Director of Finance and Strategy of the Office of Related Services (ORS) and with considerable latitude for independent initiative and judgement, the Related Services Hiring Coordinator performs responsible work cross-functionally in supporting Office of Related Services managed programs and initiatives. The Related Service Hiring Coordinator will be involved in all aspects of hiring and human resources support for related services providers in Districts 1-32, D75, D79 and preschool. In addition to hiring, this role will support projects that have a significant impact on, and provide significant support to, students served by the Special, Education Office (SEO). These projects require analytical skills in technical areas such as budget and fiscal guidelines. The work performed is highly visible, both in the community and the media, and requires a capacity to perceive and consider the legitimate contrasting needs of different constituencies. Responsibilities
- Lead projects and collaborate with a broad range of New York City Public Schools (NYCPS) offices, school personnel, community stakeholders, and functional areas associated with the personnel planning, implementation, coordination and monitoring of special education therapeutic Occupational Therapy, Physical Therapy, and Speech and Language services.
- Analyze and interpret complex data from multiple sources for reports, develop and implement data systems and analytics to improve efficiency, and maintain databases to track progress, trends, compliance and budget capacity.
- Coordinate the placement of Teachers of Speech Improvement, Occupational Therapists and Physical Therapists in all District, Pre-K (in community schools and Pre-K Centers) and Special Education school settings.
- Perform analyses to determine areas of staffing need based on IEP mandate projections and work closely with members of the NYCPS community, specifically, the Directors of Speech, Occupational Therapy, and Physical Therapy as well as their Managers thereby ensuring prompt delivery of services in compliance with student IEPs.
- Maintain the Office of Related Services’ internal reporting systems and prepare evaluation reports, analyses and complex funding and performance program plans.
- Assist and train staff in techniques of program implementation and the preparation of planning documents;
- Review current policies and procedures and make recommendations as needed for operational improvement.
- Perform consistent outreach and provide clear communication to parental and community school organizational concerns regarding service provision.
- Ensure all communication is provided in a transparent and inclusive manner.
- Develop and analyze projections of the number of Speech, Occupational Therapy and Physical Therapy mandates that will dictate therapeutic services in the schools.
- Develop New Need proposals for the Mayor’s Office of Management and Budget in order to secure funding for these positions and School Allocation Memorandum (SAM) updates for the NYCPS Office of School Budgets that are used to allocate funds to the schools.
- Develop and maintain Open Market speech vacancies in conjunction with the Galaxy Team in keeping with United Federation of Teachers’ contractual requirements.
- Maintain and update weekly hiring reports for NYCPS community stakeholders that indicate the progress of the candidates’ processing.
- Assist the Director of Finance and Strategy in periodically communicating the need to fill projected unstaffed student IEP mandates to both community educational organizations and to District 75 specialized programs as well as to the community contracted agencies with potential to serve.
Minimum
- A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
- Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.
- Knowledge of NYCPS policy and procedures and the ability to interpret and apply polices effectively.
- Ability to build relationships with diverse community constituencies.
- Ability to think strategically, mobilize disparate groups of people toward a common and ambitious goal, manage horizontally and vertically, and translate insights into action.
- Experience and demonstrated facility with Excel, COGNOS reporting, and other business analysis tools such as Power Bi and SQL.
- Experience with NYCPS systems used in Related Services’ reporting: Galaxy, FMS, SESIS, VPortal, CAP/SEC, etc.
- Knowledge of related services and other aspects of services for students with disabilities, including compliance operations and/or special education service delivery.
- Strong background in data analysis.
- Attentive to detail, well organized, able to work under pressure, and meet frequent and changing deadlines.
- Skilled with group problem solving and working with complex concepts in a dynamic setting.
- Ability to organize facts and present information and figures in a clear, concise, and logical manner, both spoken and written.
- Excellent interpersonal skills in collaborating with pedagogical and administrative personnel, both internal and external to the NYCPS.
- Cross-functional knowledge of issues, policies, and programs related to DIAL/ORS priorities.
- Successful experience in a multifaceted complex organization.
- Experience in supporting organizational change.
